As Chief Engineer, you will own end-to-end technical integrity, risk resilience, and operational continuity of all hard services — from mission-critical power, cooling and fire life safety systems to integrated building management systems (BMS), physical security infrastructure, and resilient communications backbone. You will serve as the primary engineering authority for the site — advising senior bank leadership, global technology teams, internal audit, and regulators on engineering risk posture, compliance readiness, and long-term asset sustainability.

This role sits at the intersection of engineering rigour, financial stewardship, cyber-physical convergence, and global stakeholder diplomacy — demanding both deep technical mastery and strategic influence.

What This Role Involves

Operational Risk & Resilience Leadership

  • Own the enterprise-wide engineering risk register — proactively identifying, assessing, and mitigating single points of failure across mechanical, electrical, plumbing, HVAC, UPS, generators, and DCIM ecosystems.

  • Lead implementation and continuous improvement of Reliability-Centered Maintenance (RCM) frameworks aligned with ISO 55000 and ISO/IEC 27001 requirements — integrating predictive analytics, FMECA, and condition-based monitoring.

  • Design, validate, and govern failover protocols, emergency response playbooks, and disaster recovery drills — ensuring ≥99.999% uptime SLA adherence for critical banking operations.

Critical Environment & Systems Stewardship

  • Oversee 24/7 operation of Tier-III+ infrastructure — including N+2 power distribution, chilled water plants, VESDA smoke detection, gas suppression, biometric access control, and BMS/BAS integration (Siemens Desigo, Schneider EcoStruxure, Honeywell Niagara).

  • Drive automation-led reliability: optimise system setpoints, alarm rationalisation, trend analysis, and root cause investigation using tools such as Power BI, SkySpark, or Cognite.

  • Champion energy resilience and decarbonisation — embedding ESG-aligned KPIs (e.g., PUE, WUE, carbon intensity) into engineering performance dashboards

Global Stakeholder Governance & Vendor Excellence

  • Serve as the bank’s trusted engineering interface for global IT, Cybersecurity, Internal Audit, Risk & Compliance, and Group Real Estate — translating technical constraints into business risk language and co-developing mitigation roadmaps.

  • Manage a portfolio of strategic technical service contracts (O&M, AMC, EMS, specialist testing) — driving vendor accountability, SLA enforcement, KPI benchmarking, and innovation adoption (e.g., digital twin pilots, AI-driven fault detection).

  • Lead engineering due diligence for capital projects, fit-outs, and technology refresh cycles — ensuring seamless integration with live production environments.

Team Leadership & Capability Building

  • Recruit, mentor, and retain a high-performing, multi-disciplinary engineering team (mechanical, electrical, controls, reliability engineers, technicians) — fostering a culture of psychological safety, technical curiosity, and zero-harm execution.

  • Embed JLL’s global Engineering Operating Model — standardising SOPs, competency frameworks, incident reporting (via JLL’s iQ platform), and lessons-learned governance.

  • Champion cross-border knowledge sharing with peer sites in London, New York, Singapore and Tokyo — contributing to global best practice communities of practice.

Regulatory & Compliance Authority

  • Ensure full compliance with Hong Kong statutory requirements (including BEAM Plus Gold/Platinum, Fire Services Ordinance Cap. 95, Electricity Ordinance Cap. 406, Buildings Ordinance Cap. 123), plus global banking mandates (e.g., MAS TRM, HKMA TRS, FFIEC, ISO 22301).

  • Lead engineering input for regulatory inspections, third-party certifications (UL, TÜV, Bureau Veritas), and internal/external audit responses.

🔹 Proven at the Highest Level

  • Minimum 20 years’ progressive experience in engineering leadership — with at least 10 years in mission-critical environments (data centres, central banks, global HQs, trading floors, or nuclear-grade facilities).

  • Demonstrated track record managing >$50M annual OPEX budgets, multi-million-dollar CAPEX programmes, and engineering teams of 50+ FTEs/contractors.

🔹 Technical Mastery + Strategic Fluency

  • Bachelor’s or Master’s degree in Electrical/Mechanical/Building Services Engineering — Chartered Engineer (CEng) status preferred; membership in HKIE, IMechE, CIBSE or equivalent mandatory.

  • Deep expertise in:Critical power systems (MV/LV switchgear, ATS, UPS, battery banks, paralleling gear);Chilled water & DX cooling plant design, redundancy architecture & chiller sequencing logic;Integrated BMS/BAS, SCADA, DCIM platforms and cybersecurity hardening (IEC 62443);RCM, RBI, ISO 55001, NFPA 70E, and reliability engineering methodologies.

  • Extensive experience supporting international financial institutions — fluent in navigating complex matrix structures, global policy alignment (e.g., JLL Global Asset Standards, bank-specific GRC frameworks), and multi-jurisdictional compliance.

  • Exceptional communication and influencing skills — able to articulate engineering risk to C-suite stakeholders, regulators, and non-technical audiences with clarity and gravitas.
