The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Budget and Logistics Division, Financial Management and Comptroller Directorate.

Major Duties:

  • 1. Plans, organizes, and oversees the activities of the AFSVC Budget and Logistics Division. 2. Exercises supervisory personnel management responsibilities at least 25% of the time. 3. Represents Budget & Logistics division with a variety of installation and functional area organizations. 4. Interprets and determines APF and NAF accounting procedural changes necessary to ensure compliance with DoD directives and instructions, Generally Accepted Accounting Principles (GAAP), Financial Accounting Standard Board (FASB), and Air Force guidelines/instructions.

Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions for this series in conjunction with the Individual Occupational Requirements described below. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is to serve as a supervisor and senior financial management leader over a Budget and Logistics Division, overseeing resources across budget lifecycle while ensuring compliance with DoD policy, internal controls, and generally accepted accounting principles. Setting clear priorities and goals, improve processes through data-driven oversight, and deliver timely, accurate analysis and recommendations to senior leaders and customers. Develop talented teams and holding them accountable and ensure consistent execution while building strong partnerships across the DoD. Knowledge of budget and cost principles, accounting, policies, procedures, regulations, and processes to formulate analysis and procedures for fiscal policy. Knowledge of the phases of the budgetary process; formulation, justification, presentation, enactment, and execution. Knowledge of logistics management (assets/vehicles). 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. 6. Knowledge of and ability to apply generally accepted accounting principles (GAAP), Appropriated Funds (APFs) and Non-appropriated Funds (NAFs) guidance, accounting policies, procedures, and systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
