Job Summary: This position is located in Seringes-et-Nesles, France at the Oise-Aisne American Cemetery. Directs cemetery staff and resources to assure that the cemetery is maintained to the very high standards of the ABMC. Conducts outreach to assure that the American Cemetery plays an active role in bringing the sacrifices of our veterans to the clear attention of the local community, host nation citizens, and Americans.
Major Duties:
Qualifications: Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. Language Requirement ABMC operational positions are located overseas and proficiency in French is a requirement for final selection for this role. Commission representatives may correspond with applicants in the required language throughout the application process. Applicants will be evaluated by a third-party testing organization to determine their proficiency in speaking, listening comprehension, and reading using the Interagency Language Roundtable (ILR) scale. You should be prepared for a language evaluation immediately upon consideration. A minimum score of ILR speaking 2+ / reading 2+ is required to qualify. More information on the ILR scale is available online. If you are selected at the minimum score(s), you may be required to complete a language training program and/or re-test as a condition of continued employment. Proficiency in any additional ABMC languages (Arabic, Dutch, Italian, Spanish, or Tagalog), while not required for selection, should be indicated on your application. Specialized Experience: For the GS- 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11); or its non-Federal equivalent that demonstrates: Performing the full scope of supervisory duties by conducting all human resource management decisions including hiring, evaluation, discipline, and training; preparing and executing a budget for a program or organization; sets policy and develops standard operating procedures for the daily operation of an organization; promoting the services and products of an organization; engaging in speaking events; and preparing or delivering oral presentation. For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: I have one year of specialized experience equivalent to the GS-09 grade level in Federal service which includes: Distributing or balancing the workload of others by supervising or overseeing a team project; monitoring expenditures to ensure cost-effective support of programs; promoting the services and products of an organization; and communicating with the public in a structured manner. OR A Ph.D. or equivalent doctoral degree, or three full years of progressively higher graduate level education in an accredited or pre-accredited college or university leading to such a degree. The education must demonstrate the knowledge, skills, and abilities necessary to do the work.
