Position: Case Assignment Coordinator (Program Analyst 2)
This position is full-time and permanent.
This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.
This position follows a hybrid model that generally includes 2-3 days working in the office each week, with the remaining days remotely.

Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years’ experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
What you will do:
These positions will support the development and implementation of processes to ensure timely assignment of qualified legal counsel to individuals eligible for a public defender but currently without representation. The coordinators will collaborate with team members to prioritize assignments based on defined factors, communicate with legal and court personnel, accurately document assignments, and assist with administrative coordination. Additionally, they will provide recommendations to agency leadership for program and process improvements.
Interpret and apply public defense services contract language to monthly caseload reports from contractors. Verify accuracy by reconciling reports with court documents and by checking OECI. Work with Contract Compliance Analyst and contract case counter in writing and by telephone to ensure that contractor is reporting cases in accordance with the terms of the contract.

Duties
Program Administration
These positions involve daily review of unrepresented persons to coordinate and prioritize case assignments based on defined factors such as custody status and charge severity. The coordinators communicate with attorneys and staff, determine appropriate compensation (contract caseload vs hourly rate), processes assignments, and ensures accurate data entry. They also help onboard hourly attorneys, maintain operational procedures, and collaborate with internal teams to improve processes related to unrepresented persons.
Program Monitoring
Ensure that attorneys who take hourly-paid cases have all required agreements signed, completed paperwork, and that all case data is properly entered into the agency’s system. They will monitor performance metrics, maintain accurate case assignment records, and establish controls to protect data integrity.

Stakeholder Engagement
These positions involve communicating with judges, court staff, and various attorneys (contract, hourly, Trial Division) to locate counsel, inform them of case assignments, and keep stakeholders updated on the status and prioritization of unrepresented persons cases. It also entails engaging external partners to deliver training, propose improvements, and present program performance and functionality to both internal and external audiences.

Who we are.
The Oregon Public Defense Commission (OPDC) is an agency governed by a 13-member commission appointed by the Governor, which serves as the governing body for Oregon’s public defense system. The Commission provides policy direction and oversight for the administration of the system. The legal services provided by OPDC represent an essential component of Oregon’s public safety system.
OPDC’s mission is to ensure constitutionally competent and effective legal representation for persons eligible for a public defender. Its office includes the Executive, Appellate, Trial, Trial Development & Resources, and Administrative Services Divisions.
OPDC negotiates contracts with trial level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The Agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the Agency include Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development.
