Capacity Mitigation & Analysis Engineer

The New York Independent System Operator (NYISO) applies cutting-edge technology to operating a reliable electricity system, managing competitive markets for wholesale electricity, and planning for the Empire State's energy future.  The NYISO’s Market Mitigation & Analysis department invites applications for a full-time Capacity Mitigation & Analysis Engineer to join our team.

The Capacity Mitigation & Analysis Engineer plays a key role in supporting NYISO’s administration of the capacity market mitigation provisions outlined in Attachment H of the Market Services Tariff. As a technical contributor within the Capacity Mitigation & Analysis team, this position is responsible for conducting market analysis, supporting mitigation implementation, and assisting in the evaluation of market participant conduct to ensure competitive outcomes.

In addition, the Engineer will validate Dependable Maximum Net Capability (DMNC) tests, monitor ICAP underbidding behavior, support Firm Fuel Requirement processes, validate spot market auctions, assist in buyer-side and supply-side mitigation reviews, and perform forecasts of capacity market outcomes. This role requires strong analytical skills, engineering knowledge, and the ability to collaborate across departments to maintain the integrity and efficiency of NYISO’s wholesale markets.

ESSENTIAL DUTIES and RESPONSIBILITIES

• Validate DMNC test results and ensure compliance with NYISO requirements.
• Support administration of ICAP underbidding mitigation measures and related analyses.
• Assist in implementing and monitoring Firm Fuel Requirement processes.
• Validate spot market auction setup and results to ensure accuracy and compliance.
• Contribute to buyer-side and supply-side mitigation reviews, including analysis of market participant conduct and bidding behavior.
• Perform forecasts of capacity market outcomes to inform mitigation strategies and market expectations.
• Conduct analysis of capacity market behavior, including ICAP bidding patterns, affiliate relationships, and mitigation performance.
• Assist in developing and maintaining analytical tools and models to support capacity market mitigation and simulation.
• Evaluate generator conduct and market outcomes to identify potential withholding or inefficiencies.
• Support the development and implementation of new mitigation processes and enhancements to existing methodologies.
• Collaborate with internal teams to provide technical input on power plant operating characteristics, bidding behavior, and market dynamics.
• Analyze generator financial data and deactivation notices to assess market impacts and potential Reliability Must Run (RMR) needs.
• Analyze NYISO market outcomes to identify potential issues with market participant conduct, mitigation effectiveness, and opportunities to improve competitiveness and efficiency.
• Assist in drafting internal memoranda and regulatory filings related to market mitigation.
• Contribute to developing potential solutions and mitigation enhancements to support system reliability, grid resilience, and market efficiency.
• Support the development of ICAP forecasts for supply-side and buyer-side mitigation evaluations and general market expectations.
• Participate in financial evaluations of power plants and transmission projects, including calculating net cost of new entry, going-forward costs, and net energy revenues.
• Assist with analysis of generator and market data and prepare reports and findings.
• Prepare requests to Market Participants and participate in teleconferences to perform due diligence on project costs, financial parameters, and modeling assumptions.
• Draft written reports documenting evaluation results and due diligence efforts.

 

QUALIFICATIONS:

• Bachelor’s Degree in Engineering (Mechanical, Electrical, Power Systems) or related technical field required. Coursework or experience in economics, finance, or business preferred.
• 2–5 years of relevant experience in energy markets, power systems engineering, or related analytical roles.
• Familiarity with ISO/RTO markets and capacity market concepts preferred.

ADDITIONAL REQUIREMENTS

Strong quantitative and problem-solving skills. Ability to interpret technical and economic data and communicate findings clearly. Proficiency in MS Office; experience with data analysis tools (e.g., SAS, Python, SQL) preferred. Ability to work independently and as part of a team in a fast-paced environment. Excellent written and verbal communication skills for technical and non-technical audiences.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
