Summary
The Business System Specialist participates with teams of IT staff and, on a limited basis, client department personnel in the development, implementation and maintenance of computer-based information systems; to install, troubleshoot, maintain and modify computer and network system software; to provide input regarding vendor-proposed hardware and software additions and changes and to perform related duties as assigned. This is the entry level class in the IT Analyst class series. Work at this level provides the opportunity to refine the basic skills gained through education and acquire additional skills through experience in order to quality for advancement to the intermediate level. Work assigned to employees at this level may be confined to activities that are appropriate for training purposes. Project assignments will tend to be of narrower focus, smaller scale and/or involve primarily application design as opposed to systems analysis
Essential Functions
Under direct supervision, assists in research/fact finding to develop or modify information systems or applications programs
Assists in preparing detailed specifications from which programs will be written
Designs, codes, tests, debugs and documents and maintains programs following department procedures
Evaluates application software packages and makes recommendations to team or management as assigned
Participates with other IT members, customers and other stakeholders in new product reviews, tests and pilots
Additional Responsibilities
Share responsibility with other team members to ensure on-time product delivery or satisfactory application development and or support
Performs other duties as assigned.

Ability to detect, analyze and resolve computer software and network problems
Ability to interact with users and provide clear and useful instruction and training or obtain necessary information to correct production problems on a timely basis

Ability to correctly install and maintain computer hardware and software
Ability to read and/or listen and understand information and ideas communicated
Demonstrates problem solving skills
Able to solve programming, hardware and software problems in a logical manner
Strong verbal and written communication skills
Ability to create and maintain professional relationships within all levels of the organization (peers, work groups, customers, supervisors)
Ability to work independently and as a member of a team
Flexibility to operate and self-driven to excel in a fast-paced environment
Capable of multi-tasking, highly organized, with excellent time management skills

Qualifications
Bachelor's degree in Computer Science, Business, Technical or other related field required
One (1) year or more experience with structured and rapid application design, development and implementation of new computing architecture required
Knowledge of computer operations, programming and computer hardware and software intermediate required
Knowledge of programming, assembly and compiler languages intermediate required
Knowledge of data processing professional standards intermediate required
knowledge of computer program debugging intermediate required
