Job Description – Assistant Procurement Manager (WD)

Base Location: Philippines
Primary Coverage: Australia (IFM Portfolio)
Secondary Coverage: Philippines (Support to Philippines JLL-Shell Account procurement resource)
Business Line: Corporate Solutions – Integrated Facilities Management (IFM)

Role Overview

The Procurement Manager will be the primary owner of procurement cost governance for the Australia IFM portfolio, with a strong focus on TCB (Target Cost Baseline), FCB (Fixed Cost Baseline), and TCC (Target Cost Change) management in line with Shell contractual and financial governance requirements.

Based in the Philippines, the role will lead Australia‑focused procurement activities including vendor management, sourcing, pricing governance, baseline integrity, and audit readiness, while also providing secondary support to the Philippines procurement resource based in Manila.

The role will work closely with regional finance, account leadership, and Shell stakeholders to ensure procurement decisions are commercially robust, contractually compliant, and fully aligned to approved cost baselines.

Key Responsibilities

Australia Cost Governance & Baseline Management (Primary Accountability)

  • Act as the procurement custodian for Australia TCB and FCB, ensuring strict adherence to approved cost baselines.

  • Ensure all procurement decisions, sourcing events, and commercial outcomes remain within approved TCB / FCB or are formally routed through the TCC governance process.

  • Partner with Finance and Account Leadership to:

    • Validate cost assumptions used in baseline setting

    • Support quarterly Business Performance Reviews (BPRs)

    • Prepare cost impact analyses for governance forums (ITOCC / client reviews, where applicable)

  • Ensure no cost changes are implemented on site without prior approval through the appropriate contractual change mechanism.

TCC & Commercial Change Management

  • Identify and assess procurement‑led cost impacts arising from:

    • Scope changes

    • Service specification changes

    • Activity driver changes

    • Exceptional statutory or inflationary impacts

  • Support the preparation of TCC submissions, including:

    • Commercial justification

    • Supporting evidence

    • Alignment to contractual clauses and financial calendar timelines

  • Coordinate with internal stakeholders to ensure timely approvals and documented sign‑off before implementation.

Strategic Procurement & Supplier Management (Australia)

  • Lead end‑to‑end procurement activities for the Australia IFM portfolio, ensuring value delivery without compromising governance.

  • Drive supplier performance management through structured scorecards, benchmarking, gap analysis, and continuous improvement initiatives.

  • Ensure all vendor contracts are accurate, current, and aligned to approved scope and pricing baselines.

  • Execute structured market testing (RFI/RFP/RFQ) where required, ensuring outcomes align to approved cost envelopes.

  • Work proactively to continuously improve and expand the vendor base for Australia to ensure cost-effective procurement and response.

Vendor Compliance, Audit & Risk Control

  • Enforce vendor compliance with contractual, insurance, HSSE, ethics, and governance standards.

  • Support internal and external audits by maintaining clean audit trails for sourcing decisions, pricing changes, and baseline movements.

  • Ensure consistent implementation and reporting of JLL Vendor Ethics and compliance requirements.

Reporting & Financial Transparency

  • Own preparation of monthly procurement and cost governance reports for Australia.

  • Provide visibility into:

    • Spend vs baseline

    • Variances and emerging risks

    • Savings, cost avoidance, and value‑engineering outcomes

  • Support Quarterly Vendor Performance Reviews and cost validation exercises with Shell stakeholders.

Philippines Procurement Support (Secondary Role)

  • Provide advisory, escalation, and mentoring support to the Manila‑based procurement resource (Procurement Manager WD).

  • Support complex sourcing activities, vendor escalations, and governance reviews for the Philippines portfolio as required.

Key Competencies & Experience

  • Strong experience in procurement cost governance, ideally within IFM or large managed services contracts.

  • Demonstrated exposure to TCB / FCB baselines, change control, and financial governance frameworks.

  • Ability to interpret contracts and translate commercial clauses into practical procurement controls.

  • High attention to detail with a strong audit, risk, and compliance mindset.

  • Proven stakeholder management skills across procurement, finance, operations, and client teams.

  • Experience supporting regional or multi‑country portfolios is strongly preferred.

  • Australia procurement operates fully within approved baselines, with zero unauthorized cost leakage.

  • All commercial changes are accurately justified, approved, and documented.

  • Procurement is viewed by Shell and Finance as a control function, not just a buying function.
