Job Summary: This position is located at the National Bio and Agro-Defense (NBAF) Facility in Manhattan, Kansas. If selected, you will be an integral member of the management team accountable to efficiently and effectively carry out facility business operation support.

Major Duties:

  • Provides advisory services to facility units. Services include budget, human resources management and travel, purchasing and requisitions, property management, facilities, fleet, safety and health, and purchase card operations.
  • Works closely with management team in reviewing actual cost data and comparing it to projected operation costs.
  • Analyzes and recommends proposed staffing changes, funding and equipment.
  • Identifies possible problems or anticipated changes in methods or requirements and develops alternative courses to ensure internal controls are consistent and effective.
  • Prepares materials / information for use in meetings and correspondence.
  • Primary liaison with the Administrative Officer working with APHIS and contractors, vendors, local businesses, university personnel and the general public.
  • Other duties as assigned.

Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Developing, overseeing and performing management operations in support of a agricultural research facility; Formulating and reviewing fiscal year budgets and multi-year financial projects; Overseeing, developing, and analyzing facility repair and maintenance plans; Formulating and reviewing short- and long-term procurement, contracting, and personal and real property needs. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
