The Opportunity:


CACI is seeking a Business and Finance Manager to play a critical role in overseeing the financial, operational, and facility management aspects supporting FEMA’s Integrated Public Alert and Warning System (IPAWS) program located in National Harbor, MD. This position will support the Program Manager by managing financial planning, budgeting, forecasting, and reporting, as well as ensuring the efficient operation of financial processes and the maintenance of company facilities. The ideal candidate will have a strong background in finance, excellent analytical skills, and the ability to provide strategic financial and operational insights to support business decisions.

Responsibilities:

Program Finance Support:

  • Develop and maintain financial models and forecasts to support business planning and decision-making.

  • Analyze financial data to identify trends, variances, and opportunities for improvement.

  • Prepare regular financial reports and presentations for leadership.

  • Provide ongoing financial forecasts and scenario analyses to support strategic planning.

  • Ensure accurate and timely financial reporting in accordance with generally accepted accounting principles (GAAP).

  • Prepare monthly, quarterly, and annual financial statements.

  • Identify cost-saving opportunities and implement strategies to optimize financial performance.

  • Monitor and control expenses to ensure they align with federal requirements. 

  • Ensure compliance with financial regulations and company policies.

  • Identify financial risks and develop mitigation strategies.

  • Streamline financial processes and systems to improve efficiency and accuracy.

  • Implement best practices in financial operations and reporting.

  • Ensure the integrity and security of financial data.

  • Manage relationships with vendors and service providers.

  • Negotiate contracts and ensure compliance with terms and conditions.

  • Develop and maintain internal controls to safeguard company assets and ensure accurate financial reporting.

  • Conduct regular reviews and audits of financial processes.

Facility Management:

  • Coordinate the maintenance and repair of company facilities with corporate and/or leasing agency, ensuring they are in safe and operational condition.

  • Coordinate with contractors and service providers for building-related projects and repairs.

  • Manage the allocation and utilization of office space to optimize efficiency and productivity.

  • Plan and execute moves, additions, and changes (MAC) within the facility.

  • As a member of the leadership team, foster a collaborative and high-performance work environment.

  • Support recruitment, training, and development of staff as needed.


Program Support:

  • Participate in strategic program planning sessions and provide insights to support business strategies.

  • Support development of required corporate and customer deliverables.

  • Collaborate with leadership to identify and define areas for program improvement.

  • Evaluate the implications of business initiatives and provide recommendations to leadership.


Qualifications:

Required: 

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. MBA or Masters degree preferred.

  • Minimum of 7+ years of progressive experience in finance, with 5+ years in a managerial role.

  • CPA, CFA, or similar professional certification is highly desirable.

  • Strong analytical skills with solution-oriented outcomes.

  • Proficiency in Costpoint, Oracle Enterprise Performance Management System, Microsoft 365 applications including SharePoint, Teams, Word, PowerPoint, Excel and PowerBI.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$94,400 - $198,200
