Primary Function

Assist the Program Manager with managing contract and procurement activities. Facilitates the processing of Task Authorization Requests (TARs), Test Implementation Plans (TIPs), and financial execution including subcontracts and purchasing. Provides input to the monthly progress/financial report to convey technical progress and financial status. Works with the KO and the COR on matters that pertain to the terms and conditions of the contract, including inherently Governmental services, wage determinations, financials, and invoicing. Coordinates travel and manages multidisciplinary technical review teams.

Essential Duties

Financial Management and Budget Control

  • Develop, monitor, and manage program budgets, funding allocations, and cost execution.

  • Track program expenditures and commitments to ensure alignment with contract funding and program objectives.

  • Perform financial analysis including cost forecasting, variance analysis, and funding projections.

  • Monitor labor utilization, indirect costs, and other program cost elements.

  • Provide recommendations to program management to optimize cost performance and resource allocation.

Contract Administration Support

  • Support contract execution in compliance with contract terms, conditions, and regulatory requirements.

  • Monitor contract funding levels, modifications, and contract ceilings.

  • Assist with preparation and review of contract deliverables, reports, and financial documentation.

  • Support contract closeout activities and financial reconciliation.

  • Coordinate with contracting officers, contracting officer representatives (COR), and contract administrators.

Program Management Support

  • Provide business and administrative support to program managers and technical leadership.

  • Assist with program planning, staffing plans, and resource allocation.

  • Support preparation of program status reports, briefings, and management reviews.

  • Monitor program performance metrics and identify potential risks.

Labor and Resource Management

  • Track labor hours, staffing levels, and workforce utilization.

  • Support workforce planning and labor forecasting.

  • Monitor labor charges for accuracy and compliance with contract requirements.

  • Coordinate with human resources and program leadership on staffing actions.

Reporting and Documentation

  • Prepare financial reports, cost reports, and program business status reports.

  • Maintain program financial and administrative records.

  • Develop and maintain program tracking tools and databases.

  • Ensure accuracy and completeness of business documentation.

Compliance and Audit Support

  • Ensure compliance with FAR, DFARS, CAS, and applicable financial and contractual requirements.

  • Support internal and external audits including Defense Contract Audit Agency (DCAA) audits.

  • Maintain documentation supporting financial transactions and program expenditures.

  • Assist in development and implementation of internal controls.

Technical Knowledge

  • Knowledge of Government contracting principles and regulations.

  • Knowledge of FAR, DFARS, and cost accounting principles.

  • Knowledge of budgeting, financial analysis, and cost control methods.

  • Knowledge of contract funding and financial management processes.

Technical Skills

  • Ability to analyze financial data and develop cost projections.

  • Ability to track program costs, funding, and expenditures.

  • Proficiency in Microsoft Excel and financial tracking tools.

  • Ability to develop financial reports and presentations.

Professional Skills

  • Strong organizational and administrative skills.

  • Strong analytical and problem-solving abilities.

  • Ability to work independently and manage multiple priorities.

  • Strong written and verbal communication skills.

  • Ability to support program management decision-making.

Preferred Knowledge:

  • Defense contract financial management processes

  • DCAA audit requirements

  • Government property coordination processes

  • Program control and financial reporting systems (e.g., Deltek Costpoint or similar)

Required Qualifications

  • Requires a Secret security clearance.

  • One of the following: Bachelor’s degree in Business Administration, Finance, Accounting, Management, or related field OR Associate’s degree in related field and four (4) additional years of relevant experience

  • Eight (8) years of relevant DoD business, financial, or program support experience in lieu of degree

  • Minimum of five (5) years of experience in business management, financial management, program control, or contract administration.

  • Experience supporting DoD or Army programs preferred.

  • Experience supporting cost-reimbursable, time-and-materials, or firm-fixed-price contracts preferred.

  • Experience with program budgeting, cost tracking, and financial reporting.

Working Environment

A fast paced multi-tasking customer service oriented environment requiring a high degree of efficient and effective performance.  Adaptability regarding schedule and task changes is necessary to accommodate changing priorities.  Overtime may be required.
