The Business Services Directorate (BSD) provides high-quality business services to support the Lab's research initiatives by participating in cross-functional teams with a focus on risk mitigation and cost management, which is a critical component to the Lab's success. Led by the Chief Financial Officer, Brookhaven’s Business Services Directorate includes the Budget Office, Fiscal Services Division, Procurement & Property Management Division, Chief Financial Office, and the Business Operations Offices. The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab’s fiscal matters and its approximately $900 million annual budget.
The Business Services Directorate (BSD) has an opening for a Business Manager position within the Business Operations Office managing the directorate procurement and property requirements of the Energy and Photon Sciences (EPS) Directorate. Candidate will provide ongoing recommendations for improvements, identify business risk issues, and make recommendations for alternative solutions to management. The candidate will also aid in process flow for financial transactions as well as the conformance to financial constraints including documentation of policies and procedures as well as perform other tasks and duties on a recurring and ad hoc basis. This individual will report to the Business Operations Manager for the Energy and Photon Sciences Directorate.
Candidate will support a wide variety of financial and related functions for the Business Operations Office to the EPS Directorate, including, but not limited to: contract administration, budget/financial reporting, financial analysis and labor forecasting/reporting.
Essential Duties and Responsibilities:
Provide skilled business support to the EPS Directorate Business Operations Manager and Business Staff.
Provide Contract Administration duties for the EPS Directorate. This includes, but is not limited to, routing/processing web requisitions, invoice approval, accruals, reviewing commitments, processing contract extensions and closeouts, and ROMs and inspections.
Includes coordinating, documenting and reviewing monthly accruals and/or receipt of all deliverables by interaction with the technical representatives.
Monitoring contractor progress in accordance with contract terms and schedule by interfacing with PPM.
Utilization of PeopleSoft query reports to maximize the usage of the interface capabilities between PeopleSoft databases and other management software products (e.g., Power BI).
Initiate, recommend, and implement internal systems, procedures, and/or guidelines.
Assist other EPS Directorate staff members as needed.
Required Knowledge, Skills, and Abilities:
Bachelor’s degree in a related business field or equivalent experience generally based on the basis of 2:1 (experience: college) years
Six (6) years of relevant experience, which should include experience in dealing with the management of Line-Item or Major Item of Equipment (MIE) project type contracts that demonstrates a detailed knowledge of Generally Accepted Accounting Principles (GAAP), variance analysis and project reporting, including procurement processes, A/P, A/R, travel, etc.
In depth understanding of all principles and techniques related to Contract Administration.
Managerial or supervisory experience of two (2) or more staff.
Excellent oral and written communication is essential.
Exercises a high degree of initiative and professional judgment.
Ability to resolve issues with minimal management guidance using precedents and applying applicable policies.
Proficient in Microsoft Office Suite, including Intermediate skills in Excel.
Must be able to work within a scientific facility under stringent timelines to meet the laboratory’s needs; interaction with scientific/engineering staff along with EPS Business Operations team, with the ability to establish positive working relationships across BNL.
Candidate must be self-motivated, resourceful, and organized, taking ownership of all assigned work.
Proficiency with Enterprise Resource Planning (ERP) systems including the extraction and reporting of data.
Knowledge and experience in the use of Adobe Acrobat.
Ability to identify organizational resources and seek assistance when needed.
Basic understanding of all principles in a business operation environment.
Preferred Knowledge, Skills, and Abilities:
Proficiency in PeopleSoft Financials.
Advanced Excel skills.
Familiarity with Power Business Intelligence.
Familiarity with Work Breakdown Structures (WBS) and/or Earned Value Management Systems (EVMS).
Knowledge of BNL practices, policies, and procedures.
Environmental, Health & Safety Requirements:
The incumbent will occasionally work protracted or irregular hours. Computer/keyboard work is an essential duty.
Other Information:
Brookhaven Laboratory is committed to providing fair, equitable, and competitive compensation. The full salary range for this position is $117,350 - $176,000 / year. Salary offers will be commensurate with the final candidate’s qualification, education, and experience and considered with the internal peer group.
