Business Development & Proposal Manager – U.S. & LATAM Air Traffic Services Training

CAE is seeking a Business Development & Proposal Manager to lead growth initiatives in the U.S. Air Traffic Services (ATS) training market. This role is responsible for driving market capture strategies, building customer and partner relationships, shaping competitive solutions, and leading the development of compliant, high‑quality proposals for federal and commercial ATS training opportunities.

In this role, you will:

  • Lead business development, capture, and market growth activities for U.S. ATS training opportunities.
  • Identify and pursue new customers, partnerships, and strategic growth avenues.
  • Develop and articulate CAE’s value proposition, discriminators, and win strategies aligned to customer requirements.
  • Lead the full proposal lifecycle (RFI, RFP, BAFO), including strategy development, coordination, compliance, and on‑time submission.
  • Analyze solicitation documents and translate customer needs into clear proposal themes and solutions.
  • Coordinate cross‑functionally with Engineering, Program Management, Finance, and Contracts to develop complete and competitive bids.
  • Prepare cost estimates, schedules, risk registers, and internal approval documentation.
  • Provide regular pipeline, pursuit, and progress updates to leadership.

Minimum Qualifications

  • Bachelor’s degree in Business, Engineering, Aviation, or a related field.
  • 8–10+ years of experience in business development, capture management, and/or proposal management.
  • Strong written and verbal communication, presentation, and negotiation skills.
  • Ability to manage multiple pursuits concurrently under tight deadlines.
  • Experience supporting FAA, federal, or state aviation‑related contracts.
  • Knowledge of aviation, simulation, or training systems.
  • Experience working in complex, matrixed organizations with cross‑functional stakeholders.
  • Ability to work onsite at or in proximity to CAE’s Dallas Training Facility or within key customer regions such as Washington, DC

Must Have:

  • Direct experience with U.S. government procurement, with FAA experience strongly preferred.
  • Demonstrated experience leading the full proposal lifecycle from RFP review through submission.
  • Proven ability to develop win strategies, proposal themes, and competitive positioning.
  • Ability to travel up to 75% of the time

Physical requirements include:

Occasionally climbing ladders, stairs, scaffolding, ramps, or poles.

Moving through tight or confined spaces as needed.

Remaining stationary (sitting or standing) for extended periods.

Occasionally lifting or adjusting items up to 50 lbs.

Frequent repetitive hand and wrist motions.
