This position is open for recruitment and fully funded following the 2025 Special Legislative Session.
 

The role:
Are you a positive and upbeat go-getter who can adapt to change? Has your background provided you with experience in organizing and prioritizing work? If so, consider joining the Commerce and Compliance Division (CCD) as a business analyst. You will play a key role in many division-wide initiatives and strategies by collaborating with skilled operations staff. You will provide policy guidance, support the division management team in operational initiatives planning and proposals, manage small projects and serve as facilitator for strategic engagement forums and meetings. In addition, you will review and monitor Oregon Administrative Rules and Oregon Revised Statutes that pertain to the work within CCD and revise or implement division policies as needed. A day in the life:

  • Facilitate meetings with internal and external committees and work groups.

  • Review, monitor and analyze Oregon Administrative Rules and Oregon Revised Statutes as they pertain to the division.

  • Develop, write and implement division policies and procedures in alignment with applicable statutes.

  • Serve as project manager for small-scale divisional initiatives.

  • Assist leadership with business program priorities.

  • Conduct research and set business performance goals for the division.

  • Determine training needs and coordinate, document and develop training plans in partnership with the training program coordinator.

  • Work is performed in a typical office environment and may include irregular hours based on business needs.

  • Hybrid work options available approximately 80% of the time.

Minimum qualifications:
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification related to project management, organizational development or policy analysis.
 

OR

A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work related to project management, organizational development or policy analysis.

  • Demonstrated ability to plan, coordinate and oversee complex initiatives using established project management methods and guidelines. Experience preparing deliverables and conducting post-implementation reviews.

  • Proven skill in analyzing laws, regulations, and policies for organizational and fiscal impacts. Ability to apply organizational development, change management, and quality improvement tools to resolve complex issues.

  • Strong written and verbal communication skills, including the ability to explain technical and legal issues to diverse audiences.

  • Experience preparing agendas, facilitating meetings, and engaging collaborators to achieve consensus and timely outcomes.

  • Experience serving as a senior-level resource on cross-functional projects. Ability to provide constructive feedback, build consensus, and collaborate effectively with colleagues, management, and external partners.

  • PROSCI certification or the ability to obtain within one year of employment.
