As a Business Analyst Lead supporting CMS, you will be trusted to work hand-in-hand with our CMS customer, collecting business requirements and system documentation supporting business and IT activities and to conduct, document, and communicate data collection and analysis. In this role, a typical day will include:

Leadership & Team Management

  • Lead, mentor, and develop a team of Business Analysts, providing guidance, feedback, and performance evaluations.
  • Allocate workload, prioritize tasks, and ensure balanced distribution across the team.
  • Facilitate knowledge-sharing, coaching, and continuous improvement within the BA team.
  • Foster a collaborative environment between BAs, Product Owners, Developers, QA, and business stakeholders.

Standards, Frameworks & Quality Assurance

  • Establish and maintain standardized templates and methodologies for user stories, business requirements, and system requirements.
  • Review and approve all BA artifacts to ensure clarity, completeness, and alignment with business goals and system capabilities.
  • Ensure requirements follow industry best practices (e.g., INVEST for user stories, SMART criteria for business requirements).
  • Drive consistency across the organization by enforcing documentation and analysis standards.
  • Conduct quality assurance checks requirements before handoff to development and testing.

Requirements Elicitation & Documentation

  • Lead requirements-gathering sessions, workshops, and stakeholder interviews for complex or cross-functional initiatives.
  • Translate high-level business needs into detailed business requirements, system requirements, data requirements, and acceptance criteria.
  • Ensure requirements reflect the end-to-end business process, including workflow impacts, system integrations, data flows, and downstream dependencies.
  • Validate requirements with stakeholders and ensure traceability from business goals → functional requirements → user stories → test cases.

Agile/Product Delivery Responsibilities

  • Work closely with Product Owners to refine the product backlog and ensure user stories are well-defined, prioritized, and feasible.
  • Guide analysts in writing clear, testable user stories with acceptance criteria that developers and QA can confidently act on.
  • Support sprint planning, backlog refinement, and sprint review sessions.
  • Track requirement changes and ensure they are reflected in appropriate documentation and communicated to the team.

Stakeholder & Cross-Functional Collaboration

  • Serve as the primary liaison between business stakeholders and technical teams for complex projects.
  • Ensure stakeholders understand system limitations and trade-offs when defining requirements.
  • Communicate status, risks, and requirements changes in a clear, actionable manner.
  • Drive alignment across business units for projects involving multiple systems or teams.

Analytical, Technical, and Domain Expertise

  • Strong understanding of business process modeling, data mapping, system interactions, and workflow optimization.
  • Ability to analyze complex problems, identify root causes, and propose feasible solutions.
  • Familiarity with tools such as Jira, Confluence, Visio
  • Experience producing system requirements that account for integrations, APIs, UI/UX needs, and data dependencies.

WHAT YOU’LL NEED:

  • Bachelor’s degree and 8+ years related hands-on experience working with business processes and re-engineering
  • 5+ years of experience capturing and writing requirements and user stories
  • 5+ or more years of business processes and business analysis experience in a system engineering or software application environment
  • Hands-on experience using JIRA, Confluence, and SharePoint
  • Experience working in a Scrum and/or SAFe Agile environment
  • Experience working with Salesforce software development
  • Experience working with the Centers for Medicare and Medicaid Services (CMS), preferably in the Center for Consumer Information and Insurance Oversight (CCIIO)
  • Experience leading/managing a distributed/remote team
  • Proficient using MS Excel and Access
  • Proficient designing and building reports
  • Competent using MS Word and PowerPoint
  • Superior oral and written communication skills, with a demonstrated ability to communicate complex technical topics to management and non-technical audiences
  • Consistent quality performance rated valued or higher
  • Candidate must be able to obtain Public Trust clearance
  • Candidate must have lived in the United States at least three (3) out of the last five (5) years

PREFERRED QUALIFICATIONS:

  • 6+ years of experience years of experience working with data and completing data analysis activities
  • 3+ years of experience modeling data requirements, performing data analysis and improving data quality within Salesforce or other relevant Customer Relationship Management (CRM) software application
  • Certified SAFe Agilist, SAFe Practitioner or Scrum Master
  • Active Salesforce certification(s)
  • Strong interpersonal skills to collaborate with customers and internal cross-functional teams
  • Self-motivated, well-organized and strict attention to details
  • Ability to understand and manage customer expectations and software implementation methodology
  • Ability to prioritize and work on multiple projects at the same time
  • Excellent analytical skills, including the ability to integrate information from multiple sources
  • Ability to work independently and interact regularly with government and non-government stakeholders at multiple levels of authority
  • Must have the capacity to understand the QA processes and work in the software environment

The likely salary range for this position is $127,500 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
