R&D Budget Execution Manager, US - Remote

What you will do

In this vital role, you will lead the end-to-end budget execution engine for several key functions within our Research & Development organization—helping leaders make timely, data-informed decisions that enable innovation. Partnering with functional leadership and colleagues in R&D Finance, you will deliver annual planning, quarterly forecasts and close activities, monthly leadership updates, and forward-looking insights on spending trends and resource utilization. You will also support business case development, guide our contract management team through escalated procure-to-pay topics, and provide project management for functional and cross-functional initiatives. This role serves as a trusted strategic partner—translating business priorities into clear financial narratives, scalable processes, and actionable dashboards. The R&D Business Operations team is committed to continuous improvement, digital enablement, and raising the bar on how we serve our fast-paced, ever-evolving functions.

Key Responsibilities:

  • Lead the annual budget planning cycle end-to-end, including intake, challenge/validation, scenario analysis, and executive-ready storytelling

  • Maintain budget plans with disciplined governance; reconcile actuals vs. plan and translate drivers into clear actions

  • Enable execution of supported functions’ capital expense plans through forecasting, funding alignment, and lifecycle tracking

  • Own quarterly forecast updates and close activities—ensuring accuracy, pace, and alignment to evolving business priorities

  • Partner effectively with the Amgen India team to deliver integrated, global budget execution support with shared standards and continuous improvement

  • Coordinate and deliver recurring leadership updates with crisp narratives, risks/opportunities, and decision points

  • Advance self-service insights by optimizing dashboards and data products so leaders have near-real-time visibility and actionable metrics

  • Provide analytical support on spend, capacity/resource utilization, and variances; identify trends and recommend interventions

  • Support productivity initiatives and business case development, including benefits realization and KPI design

  • Provide expert budget execution support across the procure-to-pay process; resolve escalations, strengthen controls, and improve cycle time

Basic Qualifications:

  • Doctorate degree

Or

  • Master’s degree and 3 years of biotech/pharma business operations and/or financial analytics experience

Or

  • Bachelor’s degree and 5 years of biotech/pharma business operations and/or financial analytics experience

Or

  • Associate’s degree and 10 years of biotech/pharma business operations and/or financial analytics experience

Or

  • High school diploma / GED and 12 years of biotech/pharma business operations and/or financial analytics experience

Preferred Qualifications:

  • Advanced degree in business, finance, life sciences, or a related field

  • Demonstrated experience in financial reporting, forecasting, and variance/root-cause analysis

  • Working familiarity with the drug development process and how R&D organizations translate strategy into portfolios and investment decisions

  • Proficiency with data visualization and collaboration tools (e.g., Tableau, Smartsheet, MS Teams) and comfort enabling self-service insights

  • Advanced Excel skills and strong command of the Microsoft Office suite

  • Demonstrated ability to leverage automation and AI-enabled solutions to streamline workflows, improve controls, and elevate insights

  • Experience with enterprise planning/procurement tools (e.g., SAP, Ariba, Anaplan)

  • Strength in working with detailed information and turning complex data into clear, decision-grade insights

  • Ability to thrive in a complex, matrixed environment; collaborate across levels; influence without authority; and manage multiple priorities with strong judgment

  • Exceptional communication skills—able to craft concise narratives and deliver messages that enable alignment and change

  • Strong relationship builder with a customer-service orientation and a bias for collaborative problem solving

  • Curious, proactive self-starter who learns quickly, takes initiative, and raises the bar through continuous improvement

The expected annual salary range for this role in the U.S. (excluding Puerto Rico) is posted. Actual salary will vary based on several factors including but not limited to, relevant skills, experience, and qualifications.
