Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (TITLE 32), Position Description Number D1572000 and is part of the IL 126, National Guard.

Major Duties:

  • As a BUDGET ANALYST (TITLE 32), GS-0560-11, you will accomplish budget formulation, trend analyses, and execution evaluation of federal funds provided by the ANG and other Department of Defense (DoD) components to the assigned unit. Major Duties - This is NOT an all-inclusive list: Perform budget formulation involving the preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Analyze assigned programs and interpret budgetary guidance to provide recommendations for local budget policy and procedures. Develop budget formulation assumptions, format the organizational requirements for the serviced organizations, for the overall budget. Review, analyze, edit, and consolidate budget submissions before submitting to Budget Officer and/or the Financial Manager (FM). Develop appropriate narrative justification statements and presentation material for budget submissions, unfunded requirements, and programmatic changes. Performs budget execution analysis of obligations incurred and actual expenditures of different sources and types of funding, such as one-year, multi-year, and no-year appropriations; reimbursement funds; and transfers of funds from other agencies. Identify funding status, to include shortfalls, and provide guidance for the proper application of annual budget and/or allotment authority. Exercise technical expertise and recommend approval or disapproval of funding requests based on interpretations of fiscal law, regulation or policy. Allocate appropriated funds to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, quarterly projections, and approved funding.

Qualifications: AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - Minimum Rank of E3 - Maximum Rank of E7 GENERAL EXPERIENCE: MUST possess experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing; ability to plan and organize work; competencies in analysis, research, writing, and judgment; ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1-year specialized experience, education, or training equivalent to at least the next lower grade level of GS-9: experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures; excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements; must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
