Job Summary: This position, located at the OKC VA Health Care System, Finance Service, serves as a Budget Analyst and is responsible for determining requirements and establishing priorities, and provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget.
Major Duties:
Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade of GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...a knowledge of and skilled in applying the principles and practices of budget formulation to review, edit, and consolidate budget estimates from support units, and to adjust data in related forms and schedules; knowledgeable of and skilled in applying the principles, practices and methods of budget execution to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget; knowledge of budgetary and financial relationships with workloads of organizational components to determine whether funds are being obligated and expended in accordance with goals and objectives of the installations annual work plan; a practical knowledge of the organizational structure, programs and work methods of components budgeted for to determine whether estimates of funding needs and requests for allotments are in line with program plans and work methods; skilled in identifying, categorizing, and analyzing quantitative data in order to relate the effects of changes in funding levels to installation equipment purchases, personnel staffing levels, travel, and maintenance; and knowledgeable and skilled in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook, Access, Internet, VA, and VHA databases to extract and organize data, produce letters, memorandums, conduct data searches, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products, and demonstrated skill in oral and written communication in formal and informal settings; and the ability to communicate effectively with peers, superiors, and people from different backgrounds and different levels of understanding...OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related...OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate degree level. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade of GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...a comprehensive and detailed knowledge and understanding of governing budgetary policies, precedent setting decisions, procedures and regulations issued by VACO, VHA, VISN and finance offices to ensure that budget forecasts and estimates conform to requirements, guidelines, and financial objectives, as well as a thorough and detailed understanding of applicable US Code, OMB, GAO, VA, and VHA policies, directives, and regulations; skilled in the identification, analysis, and resolution of a range of budgetary problems, such as the development of alternative methods of funding; formulation of budget estimates for programs in which objectives, work processes, staffing needs, and funding requirements have changed to the extent that substantial re-budgeting is required each year; and development and administration of budget execution plans for reimbursable funded activities subject to fluctuating revenues and changing demands for services which necessitate reprograming through the year; knowledgeable of VA's accounting system and related documents in order to process, locate and analyze data pertaining to the budget for substantive programs, and of the VA's payroll system and VHA's accountable systems to locate and analyze data and process budgetary actions; a high degree of skill in analytical reasoning and ability to apply that skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions involving the resolution of conflicting goals and objectives; thorough knowledge and understanding of VA HCS operations to be able to review and analyze the relationship of the budget program to its operations, to determine the potential impact of funding changes on operations, and to recommend changes in operations to meet funding reductions; knowledge and skill in the use of computer equipment with a wide variety of software such as MS Office, and VA and VHA databases to extract and organize data, produce letters, and memorandums; and demonstrated skill in oral and written communication in formal and informal settings...OR, Education: Applicants may substitute education for the required experience.
