Job Summary: This position is part of the Air Force Elements, U.S. Transportation Command, Directorate of TCJ8. The incumbent will serve as a Budget Analyst.

Major Duties:

  • As a BUDGET ANALYST at the GS-0560-7/9/11 some of your typical work assignments may include: Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-rear budget estimates for assigned organizations/programs into a consolidated budget request. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds. Provides advice, assistance, and guidance on budgeting and related information. Conducts analyses, reviews, and special studies of budget and/or related information. Uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments.

Qualifications: You may qualify at the GS-07, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service: Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors. Assists in applying methods and techniques for analyzing and evaluating the effects of continuing changes in program plans. OR B. You have 1 full year of graduate level education or superior academic achievement. OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-09, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service: Performing a variety of budget functions involving the formulation, execution and/or analysis of budgets for substantive programs and support activities Knowledge of commonly-used budget and/or finance practices, procedures, regulations, precedents, policies, and guides Assisting in applying methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones. OR B. I have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Formulating, developing, analyzing, and providing financial management oversight Gathering, assembling, and analyzing data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems Using budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. OR B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
