The primary purpose of this position is to serve as a budget analyst in the installation's budget office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.
Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, NH series 0560. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/budget-analysis-series-0560/ General Experience: Applicants must have at least 1 year (52 weeks) of which equivalent to the next lower broadband NH-II, equivalent to the next lower grade GS-04 or equivalent in other pay systems. General experience - is described as employee carrying out recurring assignments independently; Conducts successive activities with objectives and priorities identified by supervisor or team leader; assistance given on new or unusual projects or situations. Finished work is reviewed to ensure accuracy and technical soundness. Position involves 51% or more of time in direct support of acquisition positions. OR EDUCATION: The successful completion of a 4-year course study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed qualifying education and experience may be used to meet total experience requirements. General experience directly related to the work of the position may be used to meet the requirements of this position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
