The primary purpose of this position is: to serve as a budget analyst in the United States Special Operations Command (USSOCOM) Special Operations Financial Management Directorate, Integration Division, resolving complex problems, developing, and revising budgetary processes and procedures, and performing a variety of Command budget functions.

Major Duties:

  • Performs budget execution and administration work involving monitoring current year and prior year obligations incurred and the actual expenditures of budgets with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies Plans, performs budget formulation, justification or work involving preparation of detailed analyses of annual and/or multi-year budget estimates for all command organizations/programs into a consolidated budget request. Performs budget impact analyses of programmatic adjustments to future budget years in the FYDP (Future Years Defense Program). Provides advice, assistance, and guidance on budget policy and related information.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Mastery of the concepts, principles, practices, laws and regulations which apply to budgeting for substantive national programs and services including expert knowledge of OMB and Congressional laws, regulations, policies and directives FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge and understanding of various federal financial processes, including knowledge of the Congressional Budget Process, as it relates to the formulation of annual and multi-year budgets, timetables to achieve established mission objectives, and resourcing impacts and equities included in Authorization and Appropriation legislation. Knowledge of various DoD directives and the complex relationships between SOCOM and its combined relationships' procedures, policies and regulations which govern or affect the formulation, justification, and execution of USSOCOM's operating and/or investment program budgets and related costs. Knowledge of missions, goals, objective, work processes, and sources of funding pertinent to assigned programs/ organizations. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program/unit plans and funding. Skill in preparing written correspondence, presenting oral briefings, and representing the organization's viewpoint in formal meetings and negotiations with officials, both within and outside Federal service. Ability to communicated effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
