Major Duties:

  • Serves as a primary budget analyst supporting the Director of Performance and Resource Management and Center Director, for the execution of the Warfighter Acquisition University's funds. Duties include: Maintain internal obligation and cost records. Support planning, purchasing, order entry, productions, management and finance through costing and analysis. Conduct data analysis, reviewing and thoroughly analyzing requests for funding. Perform budget formulation work that involves the review and preparation of budget estimates and financial plans. Assist in preparing and reviewing OSW Comptroller exhibits. Prepare graphs and reports for executive-level briefings, managing assigned projects successfully to completion of milestone objectives, and managing project resources. Perform and lead day-to-day funds control and management involving the execution, and/or analysis of the organization's budget and funding requirements, and ensure funds are obligated in accordance with DoW Financial Management Regulations. Prepare monthly, quarterly, and annual reviews of the budget execution of WarU Business Units and Departments. Provide resource management support to the business unit managers and regions. Perform execution and program analysis on the WarU designated Business Units' Defense Agencies Initiative (DAI) financial transactions in accordance with WarU's cost accounting structure. Develop and maintain policies and standard operating procedures, including supporting COE accreditation. Serve as a technical expert, providing guidance related to resource management procedures by Interpreting DoW, Office of Management and Budget (0MB), and Congressional policies or regulations for the justification and submission of budget estimates. Conduct and lead annual fiscal year-end close-out and reconcile accounting records. Participate in and support DOWs audit initiative, coordinate, and work with internal and external auditors. Manage systems, processes, and transactions for WarU accounting and finance such as Defense Initiative Agencies (DAI) Enterprise Budget Planning applications, the Defense Travel System (DTS), G-invoicing and ADVANA (Advancing Analytics). Perform year-end close out duties and ensure systems are set up for new fiscal year timely execution in accordance with WarU's cost accounting structure. Train and mentor staff and peers

Qualifications: GENERAL QUALIFICATIONS: General education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Current GS applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 or (NH-02) level is required to meet the time-in-grade requirements for the NH-03 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. You must have specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in: Experience applying the Office of Management and Budget (OMB), Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations to the execution of an organization or agency. Experience compiling and presenting financial data, into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews; and working independently to find solutions to problems in budget and fiscal data and providing expert advice to executives, peers, and customers Proficient use of DoD financial systems, preferably Defense Initiative Agencies (DAI) Enterprise Budget Planning applications, the Defense Travel System (DTS), G-invoicing and ADVANA (Advanced Analytics), and other enterprise Business Intelligence tools such as Qlik. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
