Job Summary: This vacancy is for a Budget Analyst position in multiple divisions located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Budget Analyst, 0560-7/9/11, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Major Duties:

  • Assisting in the preparation of budget estimates and justifications; interpreting OMB directives and circulars
  • Reviewing and editing bureau and office budget submission for reasonableness, accuracy, and conformance with procedures and guidelines.
  • Negotiating budget funding amounts, timing, and changes with program managers; monitoring agency budgets
  • Providing information and advice to program managers

Qualifications: To qualify for the position of Budget Analyst, at GS-0560-7/9/11, you must meet the basic qualification requirements listed below. Specialized Experience: For GS-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal services. Experience is defined as: applying a wide range of budgetary functions; applying methods and procedures in the areas of budget formulation, justification, and/or execution; working with budgets and fiscal-related data and/or reports; and ability to communicate effectively both orally and in writing. OR 1 full year of graduate level education or superior academic achievement or Combination of education and experience. For GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal services. Experience is defined as: assist with the preparation of detailed budget estimates, justifications, and budget execution plans or reports; monitoring the rates of obligations and/or expenditure of funds; applying knowledge of Federal and/or Department budgetary methods, practices, procedures, regulations, and other guidelines in order to perform routine continuing assignments in the areas of budget formulation, working capital fund, and/or execution; ability to communicate effectively both orally and in writing. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related or Combination of education and experience. For GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal services. Experience is defined as: preparing detailed budget estimates, justifications, and budget execution plans or reports; monitoring the rates of obligations and expenditure of funds; applying knowledge of Federal and Department budgetary methods, practices, procedures, regulations, and other guidelines in order to perform routine continuing assignments in the areas of budget formulation, working capital fund, and/or execution; ability to communicate effectively both orally and in writing. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or Combination of education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
