Program Summary

The Basic Life Support Services, US Embassy Caracas program is a comprehensive initiative aimed at supporting the US Department of State’s operations in Venezuela. In addition to providing ongoing base operations and life support services, under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with food service, base camp operations, renovations, and construction.

Job Summary

The Operations Manager is responsible for the overall management, coordination, and performance of all operations at the US Embassy Caracas. This role ensures the safe, efficient, and compliant delivery of services in support of mission requirements. The Operations Manager provides strategic leadership across multiple functional areas, including operations, maintenance, safety, logistics, and administrative support, while serving as the primary point of contact with key stakeholders.

This position requires strong leadership, operational oversight, and the ability to manage complex facilities in a high‑risk environment. U.S. citizenship and an active Secret clearance are required.

Roles and Responsibilities

  • Maintains a ZERO Harm workplace, ensuring safety remains the highest priority across all site activities.
  • Provides overall leadership and direction for site operations, ensuring services are delivered reliably, efficiently, and in compliance with contract requirements.
  • Oversees daily operations at the US Embassy Caracas, including facilities management, utilities, maintenance, logistics, and support services.
  • Leads, supervises, and mentors department managers and supervisors, fostering a culture of accountability, professionalism, and continuous improvement.
  • Ensures compliance with KBR and Department of State policies, safety standards, environmental regulations, and company policies and practices, and PWS contractual obligations.
  • Coordinates with U.S. Government representatives and other stakeholders to support mission readiness and operational effectiveness.
  • Develops and implements operational plans, performance metrics, and processes to improve efficiency and service delivery.
  • Oversees preventive maintenance programs and corrective actions to ensure infrastructure and systems reliability.
  • Manages staffing levels, training requirements, and workforce performance to meet operational demands.
  • Reviews and approves reports, schedules, budgets, and documentation related to site operations.
  • Ensures proper management of inventories, equipment, and materials across operational departments.
  • Supports emergency response planning and incident management to ensure rapid and effective resolution of issues.
  • Promotes collaboration between departments to ensure seamless site operations.
  • Performs other duties as required to support safe and efficient site operations.

Basic Qualifications

  • Minimum Acceptable Experience Level: Fifteen (15) years support services and/or facilities management experience with a minimum of five (5) years of experience in managing such services to large facilities or operations.
  • Must be a U.S. citizen
  • Obtain and maintain active SECRET security clearance
  • Must possess a valid State, Country, or International Driver’s License.
  • Current US Passport with a minimum of 2 years remaining
  • Strong leadership, organizational, and communication skills.
  • Demonstrated knowledge of safety management systems and compliance requirements.
  • Ability to effectively coordinate with government clients and multicultural teams.

Preferred Qualifications

  • Certified Professional Maintenance Manager (CPMM), or similar certification.
  • Previous experience managing utilities operations in an overseas or embassy environment.
  • Familiarity with Department of State/Department of War standards and facility management practices.
  • Proven ability to lead diverse teams and implement process improvements in high-security settings.
  • Proficiency in maintenance planning tools and operational reporting systems.
