BLS: Lead Groundskeeper (Contingency Hire)
Program Summary
The Basic Life Support Services, US Embassy Caracas program is a comprehensive initiative aimed at supporting the US Department of State’s operations in Venezuela. In addition to providing ongoing base operations and life support services, under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with food service, base camp operations, renovations, and construction.
Job Summary
Lead Groundskeeper at a U.S. Embassy in Caracas Venezuela involves a wide range of grounds maintenance and general labor tasks, often including security support duties. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.
Roles and Responsibilities
- Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.
- Comply with all Environmental & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
- Design, layout and install beds, plants, hardscape and structures with consideration for water conservation and cost control.
- Work with other personnel in planning for construction of new buildings or other structures and modifications to existing structures to ensure minimal damage is done to existing landscaping
- Knowledgeable of local plants available, materials (e.g., mulch, chemicals, rocks, organic fertilizers and soil amendments) and outdoor equipment and furniture available within country to minimize importation and transportation costs.
- Responsible for allocating and managing staff resources according to changing needs.
- Identify problem areas and respond to mission requirements to perform task order requirements.
- Plan and manage projects.
- Control resources; monitor staff proficiency and qualifications; monitor the locations and activities of assets; and coordinate the flow of information to and from O&M staff and USG representatives.
- Safe operation of landscaping equipment.
Basic Qualifications
- A degree from an accredited school in Landscape Management, Horticulture, Landscape Architecture or similar field.
- Ten (10) years’ experience in landscaping/grounds keeping of large residential, commercial, recreational or government properties.
- Five (5) years’ experience in managing subordinates, subcontractors and vendors in the field.
- Certification(s) in lieu of education may be considered.
- A Master Gardener certification from an accredited body may be accepted.
- NALP certification(s) may be accepted. NALP approval may require multiple certifications.
- Certifications from sources other than noted above may also be considered.
- Must have valid driver’s license from home of record and clean driving record.
- Must be able to pass a pre-employment background check and drug screen.
- Must currently possess a U.S. Government (USG) issued or be able obtain a favorable USG Moderate Risk Public Trust (MRPT) certification prior to being hired is required for the position. Must maintain eligibility at the required clearance or certification level for the duration of the task order.
Preferred Qualifications
- Experience in scheduling a workforce.
- Previous international experience (2 years or more)
- Work experience in harsh environmental and political conditions (2 years or more)
- Work in a developing country with limited infrastructure (2 years or more)
- Must have effective communication skills (written/verbal) with exceptional problem resolution abilities.
- Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
- Experience providing excellent customer service.
- Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.
- Cross-cultural sensitivity with an international perspective.
- Excellent organizational and time management skills.
- Computer skills, specifically in Microsoft Word and Excel.
- Ability to become an active and functioning member of a team.
- Ability to be innovative and be an agent for change.
