A Benefits Manager job is available with the City of Fort Worth in the Benefits Division of Human Resources. The Benefits Manager is responsible for service, strategy, and administration of benefit programs for approximately 7,500 employees and 3,000 retirees. The ideal candidate has extensive experience with self-funded insurance offerings and related fund management, is passionate about member education and engagement, focuses on utilization and trends to drive plan and program design, and understands the importance of building a high-performing and service-focused team.

Minimum Qualifications: 

  • Bachelor’s Degree from an accredited institution
  • Five (5) years of benefits experience
  • Two (2) years of administrative and supervisory experience

Preferred Qualifications: 

  • CEBS, CGBA, or similar professional certification
  • Experience in mid-sized benefit plans, specifically in a self-funded model.
  • Proven strategist, with a track record of data-driven plan and program design.
  • Seven (7) years of benefits experience, including three years of supervisory experience

The Benefits Manager job responsibilities include:

  • Establishing standards for the city’s benefit service model, focused on quantifying responsiveness, timeliness, and issues resolution.
  • Fund management, in partnership with internal and external support teams.
  • Vendor management, including implementation, on-going review of service levels, utilization trends, and measured return-on-investment.
  • Strategic planning, including driving recommendations for program and plan design and full-cycle oversight of related processes.
  • Education and engagement through timely communications and member touchpoints.
  • Direct supervision including establishing team norms, goal setting, coaching, and performance management.
  • Liaison, acting as a consultative partner with internal teams and key stakeholders, providing appropriate guidance and recommendations.
  • Strategic alignment, ensuring execution of established organizational, departmental and functional goals.
