Job Summary: This position is located in the Division of Risk Management and Audit Liaison (RMAL), Office of Management Assessment (OMA), Office of Management, Office of the Director (OD). The incumbent has the primary responsibility for conducting internal control assessments that are narrow in scope, take a "Go/No-Go" approach to conduct an assessment in less than six months and quickly assess an area to determine if a more in-depth internal control assessment is necessary.
Major Duties:
Qualifications: In order to qualify for an Auditor, GS-0511 position, you must have: A. An accounting degree; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge, plus one of the following: a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This may include up to 6 hours of business law; or b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or c. Completion of the requirements for a bachelor's degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of response A, provided that (a) I have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements. You qualify at the GS-12 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:1.) Planning, conducting, and reporting on Cost Accounting Standards (CAS) compliance audits and reviews of CAS disclosure statements. 2.) Assessing contractor incurred cost submissions while auditing incurred costs to determine if those are allowable, allocable, and oblige with the contract terms. 3.) Conducting audits involving cost accounting principles, Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), or Department of Health and Human Services Acquisition Regulations (HHSAR). 4.) Applying Generally Accepted Government Auditing Standards (GAGAS) OR Generally Accepted Auditing Principles (GAAP) while analyzing accounting information during an audit. AND 5.) Writing summary reports with audit findings/recommendations to organizational leadership that impacted decisions on the acceptance or disallowance of incurred costs. You qualify at the GS-13 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Designing auditing methodology used by others to plan, conduct, and report on Cost Accounting Standards (CAS) compliance audits, and reviews of CAS disclosure statements. 2.) Assessing contractor incurred cost submissions to auditing incurred costs and determine if those are allowable, allocable, and oblige with the contract terms. 3.) Recommending indirect cost rate methodology used by contractor and grantee organizations. 4.) Providing direction to an audit team on cost accounting principles, Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), or Department of Health and Human Services Acquisition Regulations (HHSAR). 5.) Applying Generally Accepted Government Auditing Standards (GAGAS) OR Generally Accepted Auditing Principles (GAAP) while leading audit analysis. AND 6.) Writing summary reports with audit findings/recommendations to organizational leadership that impacted decisions on the acceptance or disallowance of incurred costs.
