Job Summary: This position is in the Department of Defense Office of the Inspector General (DoD OIG), Office of the Deputy Inspector General for Administrative Investigations (DIG-AI), Investigations of Senior Officials (ISO) Directorate. The ISO Directorate is responsible for the conduct and oversight of investigations into allegations against senior officials within the DoD.

Major Duties:

  • Provides independent audit support for sensitive and complex investigations involving senior military and civilian officials.
  • Develops and applies advanced audit techniques to achieve objectives related to investigations into the misuse of funds, government resources, improper contracting or travel, and other misconduct within DoD programs.
  • Writes or oversees the audit scope and methodology in investigative plans. This ensures that the audit work is performed in accordance with government auditing standards and may require supporting several investigations at once.
  • Writes comprehensive draft and final evaluations of DoD operations. These audit findings report on areas needing management attention and generally include condition, cause, effect, criteria, and recommendations for improvement.
  • Communicates with high-level representatives from the DoD OIG, Office of the Secretary of Defense, Joint Chiefs of Staff, and other government agencies to ensure the successful completion of audit work in support of investigations.

Qualifications: Basic Requirement for 0511 Auditing series: Degree: accounting, auditing; or a degree in a related field such as business administration, finance, public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: Applicants must have 52 weeks of specialized experience at the GS-12 level or equivalent under another pay system. Specialized experience is defined as applying theories, practices, methods, and techniques of accounting and auditing, and conducting audits in accordance with Generally Accepted Government Auditing Standards (GAGAS). Experience also includes assessing financial records, IT or weapons systems, acquisition and contract management; reviewing financial and management reports, controls, and policies; supporting the development and execution of audit policies and programs; conducting performance audits; and detecting fraud, waste, and abuse. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
