Job Summary: The primary purpose of this position is to provide legal advice and counsel in broad areas of acquisition and fiscal law in support of the United States Special Operations Command (USSOCOM) in general and the Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) in particular.

Major Duties:

  • Reviews contract formation and administration documents and issues for solicitations, amendments, awards and modifications for legal sufficiency and sound business judgment, requiring expertise, sound judgment, and mature legal skills. Reviews contracts that may be in excess of hundreds of millions of dollars and involve complex legal issues and novel legal approaches and precedent. Serves as fiscal law advisor to the Activity on issues regarding the proper obligation and expenditure of funds relating to contractual issues. Based upon expert knowledge of laws, precedents and extensive experience with government contract and fiscal law matters, consults with and advises the USSOCOM acquisition, fiscal requirements and program management communities on very complex fiscal matters during all stages of the acquisition process. Renders legal advice and counsel regarding contractual rights and obligations that might become future disputes and litigation. Advises and assists contracting and activity personnel in the resolution or settlement of contract protests, claims and disputes, including litigation risk analysis, negotiation and preparing settlement agreements that are in the best interest of the government. Reviews requests for information, which are generally acquisition related, pursuant to the Freedom of Information Act (FOIA), Privacy Act, congressional inquiries and other requests. Insures compliance with statutory and regulatory requirements. Drafts opinions for approval or denial of requests, reviews proposed redactions for compliance with existing release standards and ensures that contractor and/or government material is properly protected from improper release.

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of and ability to apply laws, regulations, policies, precedents and procedures related to Federal government acquisition and procurement and fiscal matters. 2. Knowledge of FOIA and Privacy Act statutory and regulatory requirements and limitations. 3. Skill in oral and written communication. 4. Skill in drafting legal memoranda, opinions and other documents. 5. Ability to explain options and varying provisions of procurement and fiscal laws, directives, regulations and instructions as they apply to individual procurements. 6. Ability to assess litigation risks and recommend actions to limit Command/Activity to successful challenge. Additional Conditions of Employment: Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
