Job Summary: The primary purpose of this position is to serve as a Cyber, Information, Privacy and Data Management Law Attorney, and to provide specialized professional legal advice and counsel to The Judge Advocate General (TJAG), and the Director of Operations and International Law (JAO), and other directorates and staff, as appropriate.

Major Duties:

  • Information Systems Security & Data Protection: Serves as the Information Systems Security & Data protection legal advisor for the Operations and International Law Directorate in support of the Department of the Air Force, United States Air Force and United States Space Force missions. Provides legal advice to TJAG, Headquarters Air Force, Office of the Chief of Space Operations, and subordinate units on all issues pertaining to Information Systems Security law and policy, and the protection of data contained within such systems. Operations and Information Law: Serves as a information and cyber operations legal advisor for the Operations and International Law Directorate in support of the Department of the Air Force, United States Air Force and United States Space Force missions. Provides legal advice to TJAG, Headquarters Air Force, and subordinate units on all issues pertaining to information operations, to include but not limited offensive and defensive cyber operations. Training and Exercise Support: Creates and provides training to Headquarters Air Force, the Air Force Judge Advocate General's School and subordinate legal offices, as required. Creates training plans, materials and provides training to Headquarters Air Force, AF JAG School, major commands, filed commands and base level legal offices in the area of information operations, cyberspace operations, information systems security and the protection of data contained in such systems, privacy and civil liberties, the use of spectrum for military operations, domestic and international law as it impacts cyber operations, information systems security and data protection, artificial intelligence, big data platforms, intelligence oversight, and other related areas of law and policy.

Qualifications: GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in selecting from among, interpreting, and applying land, air, space and maritime laws governing military cyber space operations. Knowledge of and skill in interpreting and applying telecommunication, information, privacy and data management law in support of Air Force Operations. 2. Knowledge of rules, procedures, policies, and programs of a military legal office necessary to perform the procedural and administrative work of an upper echelon military organization (e.g., Service headquarters) , such as preparing and editing legal documents and administrative correspondence. 3. Knowledge of advanced IT principles, concepts, methods, standards and practices sufficient to accomplish assignments such as: reviewing and interpreting policies, procedures, and strategies governing the planning and delivery of IT services. 4. Skill in analyzing international, domestic law, and international treaties, and in applying the law and relevant international standards to specific military situations, resulting in conclusions that are legally supportable by statute, case law, and implementing policy and regulations. 5. Skill in performing extensive legal research and analysis in complex areas of law with little precedence, and in creating accurate, concise, and clear written and oral communication based on that research. 8. Ability to interpret and apply statutory, regulatory, and procedural requirements as they apply to intelligence collection, retention, and dissemination. 6. Skill in negotiating techniques to protect the Government's position. Ability to recognize, analyze, and segregate various legal aspects of complex factual situations; write concise sound legal opinions; and communicate legal concepts and their application to military operations persuasively. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Department of the Air Force as a Testing Designated Position (TDP) under the Department of the Air Force Civilian Drug Testing Program.
