What the role is:
The Education & Manpower Development (E&MD) team oversees policies and programmes which aim to build a skilled arts workforce that will shape Singapore’s cultural development.
To support the professional development of the arts sector, our key strategic directions include manpower planning and development through research on the arts workforce, PET/CET skills development, manpower policies as well as strong HR practices in arts organisations.
You will contribute towards the formulation of strategies and policies, and/or implementation of programmes for arts manpower planning and development. This will require you to build strong partnerships with arts institutions and relevant government agencies that are involved in the training and development of the arts sector.
[What you will be working on]
What you will be working on:
- Analyse workforce data and industry trends to facilitate policy and strategy development of arts manpower by identifying priority jobs and skills, structural challenges and training gaps.
- Build strong relationships and collaborate closely with strategic partners (tertiary education institutions and arts organisations) and government agencies to identify opportunities and develop initiatives to build skilled arts workforce.
- Design, implement and refine capability development programmes (e.g. work-based training), balancing strategic policy objectives with practical ground realities for sectoral impact.
- Contribute to other projects or initiatives aligned with the department’s focus, as needed.
[What we are looking for]
What we are looking for:
- Preferably at least 2 years of relevant working experience and familiar with industry development, workforce skills issues, and professional development (CET) landscape. Entry level applicants able to demonstrate key competencies in the job description are welcome.
- Able to connect workforce trends and research insights to actionable policy recommendations and programme implementation that address structural challenges and skills gaps in the arts ecosystem.
- Strong analytical and critical thinking skills with the ability to synthesise workforce data to support evidence-based decision-making.
- Good communication, relationship management, project management and writing skills.
- Self-motivated team player with a strong work ethic, able to independently deliver outcomes effectively and efficiently.
- Passionate about the arts and culture, with good knowledge of the Singapore arts landscape. A deep understanding of either sector – literary arts, visual arts, or performing arts – will be an advantage.
