General Background
UNHCR South Sudan is transitioning from a primarily humanitarian operation to a solutions-oriented, development-linked portfolio aligned with the Global Compact on Refugees (GCR) and the UN Sustainable Development Cooperation Framework (UNSDCF). This transition requires UNHCR to engage intensively with development donors, Multilateral Development Banks, foundations, and EU institutions to mobilize multi-year funding for education, livelihoods, resilience and durable solutions.
The operation currently manages large-scale development and private-sector funding, including resources from the Mastercard Foundation, African Development Bank (AfDB), European Union, INTPA, KOICA and other partners, all governed by strict contribution agreements, results frameworks, reporting obligations and visibility rules.
This position is situated within the Development and External Engagement Unit and exists to ensure that UNHCR South Sudan remains fundable, compliant and strategically positioned within the development and nexus financing ecosystem.
2. Purpose and Scope of Assignment
The purpose of this assignment is to strengthen UNHCR South Sudan’s development partnerships, proposal pipeline and donor compliance through high-quality proposal development, reporting, and strategic donor engagement. The Associate Partnerships and Reporting Officer will provide technical leadership and operational support across the full funding cycle, from donor intelligence and proposal writing to reporting, donor relations and compliance management.
Key tasks and responsibilities include:
• Support UNHCR’s engagement with development donors, foundations and development banks, including EU, INTPA, AfDB, Mastercard Foundation and UN pooled funds.
• Maintain donor intelligence, contact mapping and engagement plans.
• Prepare briefing notes, talking points, presentations and background papers for senior management and donor meetings.
• Support donor missions, joint field visits and high-level engagements.
• Support the preparation of high-quality concept notes, full proposals, logframes and budgets for development-oriented and private-sector funding.
• Ensure alignment between donor strategies, UNSDCF priorities and UNHCR’s Multi-Year Strategy.
• Maintain and update the funding pipeline, opportunity tracker and submission calendar.
• Coordinate and draft donor narrative and progress reports for development and private-sector funding.
• Ensure consistency between results, financial data, and narrative reporting.
• Track reporting deadlines, contractual obligations and disbursement conditions.
• Maintain audit-ready documentation for all contributions.
• Coordinate UNHCR inputs to UNSDCF, joint programmes and RC-led reporting frameworks.
• Ensure that UNHCR’s refugee and solutions priorities are reflected in One-UN development planning and financing instruments.
• Ensure compliance with donor visibility, branding and communication requirements.
• Flag risks related to non-compliance, delayed reporting or funding exposure.
• Support donor audits, evaluations and monitoring missions.
3. Monitoring and Progress Controls
Performance will be monitored through:
• Timely and high-quality donor proposals and submissions
• Timely, accurate and compliant donor and UNSDCF reports
• Effective donor engagement and relationship management
• Compliance with reporting schedules, contribution agreements and visibility rules
• Feedback from senior management on funding reliability and donor confidence
4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
University degree in International Relations, Development Studies, Economics, Public Policy, Social Sciences or related field.
b. Work Experience
• Minimum 5 years of experience in partnerships, donor relations, proposal development or reporting in humanitarian or development contexts.
• Experience working with EU, foundations, development banks or pooled funds is required.
Experience working within UNSDCF / UN Country Team frameworks is an asset.
c. Key Competencies
Required:
• Strong analytical and drafting skills
• Solid understanding of donor agreements, reporting and development financing
• Ability to manage multiple deadlines and funding streams
• Strong stakeholder engagement and coordination skills
Desirable:
• Familiarity with UNHCR’s Programme Handbook, COMPASS, and PROMS.
• Experience in capacity building and facilitation of learning processes.
