Job Summary: The Associate Medical Administrative Officer is the Associate Director, GS-0301-13 for the Health Administration Service (HAS) and aids in the overall leadership and managerial functions of planning, organizing, staffing, operating, and budgeting for the Service Line. The incumbent is a partner in planning and management of the HAS Service Line and is responsible for the daily operations of assigned Sections within Health Administration Service

Major Duties:

  • Responsible for marketing, business planning, external revenue generation, insurance functions, and overall, Health Administration Service in the rapidly changing present and future health care marketplace. Overall management responsibility for oversight of all Health Administrative Service (HAS) programs and functions. Health Administrative Service (HAS) provides administrative support to clinical and administrative staff located at Seattle, American Lake, Magnolia and the Community-Based Outpatient Clinics (CBOCs). Provides direction and oversight for improving operations related to the support of the electronic, hybrid and paper medical record systems, including record maintenance, retrieval, coding, transcription, and release of information. Responsibility to ensure that the service line resources are used effectively and efficiently, and the annual budget projections are accurate and support the service line strategic plans. Accountable for determining eligibility and enrollment; validating and entering demographics, means test, and insurance information and support of health screening and outreach activities. Coordinates travel arrangements for Veterans and caregivers including ALS and BLS Ambulance, Air ambulance, Wheelchair vans, taxi, bus, and ferry tickets. Provides consultation and expert guidance to the organization and individuals for clinical, research and educational processes on a wide range of health information management and clinical issues such as Compliance, Freedom of Information Act (FOIA), the VA PSHCS Privacy Program. HIPAA, and on-going improvement. Knowledge and ability to apply management tools, techniques (e.g., flow charts, decision trees, regression analysis, demographic analysis, forecasting, ADP assistance and feasibility/needs assessment studies) and office automation technology to daily operations and supports various outreach. Effectively anticipates problems, develops solutions, and formulates plans to meet current and changing workload demands, patient needs and patient expectations. Uses a systems approach to continuous quality improvement, takes measurements to assess progress and makes data driven decisions. Focuses on value-added processes that produce positive outcomes and reduced rework. Actively participates in long-range strategic goal oriented planning with anticipation to changes in the workload or projects; assesses the impact that new policies or laws would have on operations, staffing and program impacts. Provides timely and effective response to patients, clinical and administrative staff, Service Organization Officers, congressional aides and management. Maintains close liaison between clinical and administrative services, monitors programs, and reports service opportunities and resource requirements to the appropriate management officials. Knowledge of customer service and service recovery to assist Veterans and staff with resolving problems, explaining programs and policies, and overcoming barriers to care for Veterans and their caregivers. Responsibility for personnel management activities for all staff assigned to Health Administration Service (HAS), and approves, rejects, or recommends selections, promotions, status changes, awards, disciplinary actions, and separations. Discusses, investigates, and responds to employee grievances and dissatisfactions to resolve conflicts informally at the lowest level possible and ensures that management actions are consistent with the Union agreement, EEO principles and safety policies. Actively supports the Medical Center's safety Program and Affirmative Action plan, which includes the Equal Employment Opportunity Program, Federal Women's Program, and Employment of the Handicapped Program. Develops and directs a formal orientation and training program for Health Administrative Service (HAS) employees that provide technically competent medical administration employees to support the functions of the professional staff. Participates in self-development activities to maintain and increase professional competence and provides in-services for internal and external clinical and administrative groups related to new or changes in existing VA Health Care programs. Supports Health Administrative Service (HAS) employee participation in cross-functional process action teams to improve patient care. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Walking, stooping, and bending is required. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Incumbent is required to travel between two divisions, which are located 40 miles apart, and both administrative campus located in a remote area of Seattle and in Dupont Washington. Incumbent may also be required to travel to several CBOCs and leased office space that are located throughout western Washington in the facility catchment area, intermittently.
