Job Summary: This position is under the DoW Acquisition Workforce Personnel Demonstration Project (AcqDemo) within Title 5 Competitive Service. Major Duties:

  • Serves as the Associate Director, Facilities Management Directorate (FMD). Responsible for assisting with the oversight of facilities operations for HQ and all WarU Regional, as well as supervising, planning, and directing the day-to-day activities of various FMD employees. Duties include helping to ensure WarU has the proper facilities and equipment to train the acquisition workforce. Assist in facilities management that may involve opening new and closing existing locations. Oversee the execution of major and minor facility renovations to facilities which may be conducted internally by maintenance or contracted out for completion. Responsible for finding, establishing, and managing appropriate space for university needs. Manages Installation Support Agreements (ISSAs), GSA Leases, and Memorandum of Agreement or Memorandum of Understanding to achieve the desired footprint. Oversees the work of employees in carpentry, plumbing, electrical, HAZMAT and locksmithing to maintain the facilities on Ft. Belvoir augmented with an HVAC support contract. Overseas the accountable property team, and warehouse operations team mail room operations. Coordinate across all regions to establish budgets, prioritize and maintain awareness of renovations, capture and document lessons learned to improve operations performance. Provide oversight and prioritizes service orders in maintenance, as required, to deconflict requirements scheduled classes and events. Monitor the Property Accountability Program, coordinate with property custodians, supervisors, deans and directors as required to ensure all inventories are done properly, submitted on time, and Financial Liability Investigation of Property Loss are initiated in a timely manner upon discovery of missing item(s). Oversees training of the property custodians. Update the COOP annually or on an as needed basis. Manage the Safety Plan to include periodic updates and dissemination of changes when they occur. Ensure all FMD Directives and SOPs remain current and update as needed. Support input to and execution of the related goals, objectives, and taskings identified in the agency Annual Performance Plan and Strategic Plan. Assist in the identification and resolution of complex problems that cross organizational boundaries and require development of innovative yet efficient and effective solutions. Assess and provide strategic direction for resolution of mission critical problems, policies, and procedures.

Qualifications: GENERAL QUALIFICATIONS: General education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management positions. SPECIALIZED EXPERIENCE: one (1) year of specialized experience at the next lower broadband level, NH-03, comparable to GS-13 or equivalent in other personnel pay systems. Relevant experience includes: Developing and managing facilities including the development and management of major and minor construction plans (MILCON); Maintenance and Property Management of multiple locations, some remotely located; and Managing Installation Support Agreements (ISSAs), GSA Leases, and Memorandum of Agreement or Memorandum of Understanding to achieve the desired footprint PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
