Job Description:

Own and operate the first‑line data management capability for access management, associated data risk identification and control pertaining to Hong Kong Data Back Bone (Data Hub), related Book of Work (BoW) portfolio execution, and Operating Expenses (Opex) stewardship. The role partners closely with Hong Kong Data Owners/Stewards, Technology, Risk, and Legal & Compliance and Regional Office, to ensure our data is securely accessible, well‑governed, and cost‑efficient in line with enterprise frameworks and our Data Governance Council operating model.
 

    Qualifications

    • 8–10 years in data management/governance, including hands‑on Access Management and risk/control implementation in modern cloud platforms.
    • 5+ years of experience in delivering data management for large financial institutions, preferably from Insurance domain.
    • Practical experience tracking portfolio costs/BoW and financial stewardship for a data-oriented business unit.
    • Familiarity with data catalog/quality/lineage tooling and collaboration platforms; strong exposure to enterprise data governance.
    • Strong stakeholder management, capable of partnering with Data Owners/Stewards, Risk, Legal & Compliance, and Platform teams.
    • Excellent communication and stakeholder management skills in English. 

    Responsibilities

    Access Management

    • Own the data access control operating model, as established by Regional Office Data Governance team, and customized for priority data assets and platforms, ensuring least‑privilege, need‑to‑know, and Separation of Duties (SoD) principles are consistently applied.
    • Establish/maintain access workflows (request → review → approve → provision → recertify) with clear RACI across Data Owners, Stewards, and other Data Governance roles, as defined by Regional Office and implemented by Hong Kong.
    • Drive classification‑driven access patterns for sensitive/PI/record data and embed control points into data sharing patterns and platform guardrails, in collaboration with Regional Office and Hong Kong Data Management teams.
    • Drive SharePoint/Teams data hygiene and access control improvements in partnership with Hong Kong Risk & Compliance teams.
       

    Data Risk Management

    • Run a first-line data risk regimen: identify, assess, and treat data risks across lifecycle in Hong Kong Data Back Bone.
    • Coordinate reviews for key data stores/use cases.
    • Define and track KRIs/KCIs for access compliance, and policy conformance.
    • Ensure alignment with Hong Kong’s privacy/residency obligations and enterprise Information Management/Records policy, and related Regional Office frameworks and guidelines.
       

    Book of Work (BoW) Management

    • Curate and manage the Hong Kong Data Management Team Book of Work (BoW); intake, sizing, prioritization, resourcing, and planning.
    • Run portfolio governance (plan vs. actuals, dependencies, risks, decisions, and benefits realization).
    • Translate strategic data and related objectives into deliverable epics/stories with clear acceptance criteria and success measures.
       

    Operating Expenses Stewardship

    • Track the run budget for data management/governance capabilities, ensuring cost transparency and variance control.
    • Optimize unit costs, with guidance from line manager, and drive automation to reduce manual effort.
    • Partner with Procurement/Vendor Management and Platform owners to manage license/contractual resource expenses/ operational spend and renewal risks.
