Job Summary:

Oversee, administer, develop and direct all districtwide functions of Counseling Services and Student Care at Collin College including budgeting, staffing, supervision, programming, assessment, maintaining compliance with professional licensure obligations of all clinical Counseling Services staff. Provide leadership for Collin College’s Strategies of Behavioral Intervention Care Team. Provide professional counseling services and care coordination to students.

Required Qualifications:

Essential Duties and Responsibilities

  • Develop, direct, and implement collegewide personal counseling programs. Provide counseling services to students, including crisis intervention, assessment and referral, and personal counseling, as well as consulting with faculty regarding student concerns.
  • Hire, train, supervise, and evaluate Counseling Services and student care staff to ensure excellence in programmatic functions. Provide, supervision, direct planning, implementation, and staffing of Counseling Services and student care including evaluating exempt and non-exempt personnel and recommending promotions, leaves, reclassification, and personnel action.
  • Analyze Counseling Services and student care procedures and techniques, and conduct periodic needs assessments to ensure continued quality of service. Align office procedures and compliance with applicable ethical and legal guidelines, as well as college policies and procedures. Analyze and recommend organizational structure and staffing changes to ensure optimum service to students.
  • Develop, recommend, and monitor the annual Counseling Services and student care budgets to ensure available dollars are utilized to deliver prioritized services and that expenditures conform to college policy.
  • Facilitate and assess Counseling Services and student care strategic planning process to coordinate with the Student and Enrollment Services division and collegewide strategic goals; assist in the development of short-term and long-term goals and objectives; and monitor milestones and accomplishments to oversee progress.
  • Oversee program development in collaboration with other college departments to develop collegewide personal development and health education workshops and training programs. Provide leadership in the implementation of special programs, projects, and services such and the college's compliance with Drug Free School legislation, and the Strategies of Behavioral Intervention (SOBI) Care Team by ensuring timely implementation, assessment, intervention, tracking, and reporting.
  • Serve as the Counseling Services liaison with TimelyCare to ensure that college policies, protocols, and procedures are being utilized when counseling students, responding to students in crises, and working with minors.
  • Create, maintain, and manage cooperative relationships with community mental health, social service, and professional organizations to serve as a liaison between the college and the community to promote and ensure access to resources that will benefit students.
  • Oversee the creation and implementation of all marketing and promotional strategies for Counseling Services and student care including the review of plans, print materials, articles, internal and external publications, and electronic materials, collaborating with the Communications Department when necessary.

Physical Demands, Working Conditions and Physical Effort
Sedentary Work - Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Positions in this class typically require talking, hearing, seeing, grasping, standing, walking and repetitive motions. Relatively free from unpleasant environmental conditions or hazards. Office environment. Little physical effort required.

Requirements

Master's degree from an accredited institution and five (5) years of related experience.

Licenses and Certifications
Current State of Texas Licensed Professional Counselor license (LPC) required or current State of Texas Licensed Clinical Social Worker license (LCSW) required.
Current State of Texas Licensed Professional Counselor-Supervisor license (LPC-S) or current State of Texas Licensed Clinical Social Worker- Supervisor license (LCSW-S) preferred.
