Nature of Position:

Peru continues to be the second destination country for Venezuelans, with over 1.6M, out of whom over 500 thousand asylum-seekers and 4,906 recognized refugees, and Lima being the city with the largest Venezuelan population outside Venezuela (over one million people).  In response, UNHCR Peru operates with a Country Office in Lima, a Field Office in Lima, a Field Office in Tumbes, a Field Unit in Tacna.

For the period 2023-2026, UNHCR aims for the effective functioning of the asylum system, the expanded implementation of legal stay arrangements, in addition to the social, financial, and cultural integration of the forcibly displaced population as the cornerstone of its programming. UNHCR is implementing its interventions through an area-based approach (ABA) to respond to the needs of the people with and for whom UNHCR works by providing multi-sectoral support, working with multi-stakeholders, and considering the whole population living in a specific geographical area. Prioritized territories are characterized by high multisectoral poverty levels, a dense population of forcibly displaced Venezuelans, and a strong political commitment to the inclusion of forcibly displaced persons within the community.

To achieve this, UNHCR Peru promotes access to asylum procedures and legal stay arrangements, including through the implementation of the regional refugee definition adopted in the 1984 Cartagena Declaration, as incorporated into Peru's domestic legislation on asylum.

Overall, UNHCR Peru aims for a humanitarian-development nexus and working closely with national institutions at different level, such as Municipalities and Ministries, to promote and facilitate the inclusion of Refugees and Asylum Seekers in national and local services. Using a sustainable programming approach, UNHCR aims at strengthening government programs, particularly for populations in poverty and extreme poverty. In addition, UNHCR has a focus on promoting livelihood, economic inclusion, local integration, and empowerment of community based.

  • Besides COVID-19 3rd vaccine set is mandatory, no other vaccinations are required to enter the country; however, it is important to check if the itinerary of the incumbent includes endemic areas of malaria, dengue, or yellow fever to take precautionary prevention measures.

  • February is the hottest month in Lima with an average temperature of 24°C and the coldest is August at 17°C.

  • Lima is considered of Low-Security level according to the security Level system methodology.

Also, avoid withdrawing large amounts of cash, use cashier cheques as much as possible or electronic transactions.

  • Social unrest is frequently reported in the country, due to its media impact with demonstrations. These actions, mainly related to socio-environmental conflicts, cause roadblocks and demonstrations tending to happen in areas where the main government buildings are located, showing a recent tendency towards localized violence, thereby stressing the government crowd control mechanisms.

  • As per the last UNDSS travel advisory, Peru is located in the "Circle of Fire of the Pacific Ocean", which concentrates 85% of the world's seismic activity, and hence it is an area of high seismic activity. The risk of a major earthquake in Lima or elsewhere in the country is not to be excluded. The country shows significant infrastructure limitations, especially in rural areas. The National Institute for Civil Defense and emergency responders in general, have serious logistic limitations and poor response capacity to provide support and assistance in case of a mass casualty emergency.
