What we want

The Assistant Research Scientist and Law Fellow conducts collaborative and independent research into their field of expertise to further the research goals of the Institute. Utilizes techniques and strategies taught to them by their education and experiences to work towards solving the question presented by their research project. Writes and may contribute to research papers, articles, and publications. Assists with the preparation and cleaning of worksite. May collaborate with other researchers and/or staff.

Required education and experience

  • Doctor of Jurisprudence or equivalent degree

  • One year of work or academic experience with health, healthcare, or legal research.

  • Must be licensed to practice law in Texas, or eligible for admission to the State Bar of Texas and be admitted within one year of hire (including JD and LLM graduates awaiting bar exam results or sitting for the February 2025 bar exam).

Preferred Qualifications

  • One year of experience in program management, project management, office management, or related areas.

  • A post-graduate degree (e.g., MPH, LLM), healthcare degree (e.g., MD, BSN, MSW), or significant health-related work experience may be preferred.

  • Experience in higher education, including peer-reviewed publication or other documented academic productivity, such as conference presentations, technical reports, or collaborative research outputs

Responsibilities

Research

  • Assists in grant applications and contributes to grant-funded projects.

  • Researches, develops, and disseminates legal and public policy analyses to inform and shape specific federal and state policy.

  • Analyzes research data and summarizes results.

  • Contributes to research papers, articles, and publications.

  • Prepares presentation materials on legal and public policy topics that may be presented to small and/or large groups, such as speaking at continuing education programs and presenting at academic and other conferences

  • Actively participates in the preparation of required legal and public policy progress reports to research sponsors.

 

Fiscal Support

  • Maintains internal financial and budget records for operations.

  • Develops and monitors progress on high-level work plans, schedules, and budgets for major projects and contracts.

  • Manages the procurement process for projects and reconciles billing and expenses.

  • Negotiates contracts with vendors to secure advantageous terms and pricing.

  • Ensures all financial transactions comply with institutional and regulatory standards.

  • Regularly communicates with the Executive Director to discuss financial issues and provide updates.

  • Produces regular financial reports to analyze spending patterns, budget discrepancies, and overall financial health.

  • Assists in managing record retention processes.

 

Operational Planning & Support

  • Manages operations for designated projects, ensuring maintenance, organization, and enhancements of departmental functions.

  • Evaluates project requirements and provides support for long-term planning initiatives.

  • Supports the Executive Director in overseeing facility space needs, including preparing the annual space report and allocating space for external units.

  • Maintains emergency preparedness documents and policies, serving as a liaison to HSC College Station, the School of Law, and TAMUS.

  • Supports the Executive Director and Communications Manager with managing digital content.

  • Develops and oversees documentation related to protocols and standard operating procedures.

  • Contributes operational insights for strategic decision-making and long-term planning.

  • Coordinates with the Institute Directors in developing and implementing strategies to identify potential partners.

 

Programming and Events

  • Serves as additional liaison for external parties concerning assigned faculty members, students, and other Institute affiliates, particularly regarding operations and on-site facilities personnel.

  • Assists with planning and organizing logistical and administrative support for large-scale Institute events, meetings, and other special functions, providing on-site assistance as needed and taking minutes during meetings.

  • Develops educational programs and fora in which leading experts from the public and private sectors examine important legal and policy developments.
