[What the role is]

Assistant Manager, Estate Management

[What you will be working on]

You will be part of a team to manage and maintain State properties. Your role will include handing and taking over of properties, maintenance inspections, implementation of corrective and preventive works and feedback/stakeholders’ management.

As asset manager, you can propose and implement state-of-the-art technology to augment the current maintenance regime. From time-to-time, you may have the chance to participate in islands’ campsite operations and assist in event management. There will also be opportunities to participate in inter-agencies meetings to work out solutions to address challenges with respect to areas concerning maintenance/provision of municipality infrastructures.

Responsibilities

  • Conduct inspections, detect and recommend improvements or repairs where necessary, liaise with and supervise term contractors (e.g. vector control, grass-cutting, cleaning) to ensure that they fulfil their contractual obligations, and assess the term contractors’ performance regularly for verification of payment due

  • Assess costings and quantity measurements including preparing tender/ tender documents

  • Oversee, monitor and manage design/construction work from inception to completion ensuring that the work is completed on time and within budget

  • Process the return of properties from government agencies or private licensees / tenants, assess and propose the reinstatement requirements, and work closely with relevant internal and external parties to ensure that the property is returned without encumbrances

  • Attend to public feedback or incidents and be proactive in proposing preventive measures or works necessary to keep the properties safe for public use

  • Manage the appointed agent who is responsible for the management of unallocated vacant land and buildings

[What we are looking for]

  • Background in Facilities/ Estates/ Environmental Management, Quantity Surveying or Civil/ Electrical/ Mechanical Engineering, or other related disciplines

  • Strong analytical, communication and interpersonal skills

  • Strong technical background with sound knowledge of pre and post-contract duties and contract administration

  • Tech savvy and ability to think out-of-the-box.

  • May be required from time to time to work at offshore islands
