About SAFCo[What you will be working on]
Levy Collection Operations
Oversee the full end‑to‑end operational lifecycle of SAF levy collection, from transaction capture through reconciliation, reporting, and audit.
Manage and supervise the appointed levy collection agent, ensuring contractual compliance, performance standards, service levels, and timely issue resolution.
Establish and maintain robust governance frameworks, internal controls, and approval processes to ensure accuracy, transparency, and integrity of levy‑related transactions.
Coordinate closely with CAAS and relevant stakeholders to ensure secure, timely, and accurate reporting of levy collections, adjustments, and reconciliations.
Ensure levy systems, processes, and data flows are auditable, efficient, resilient, and fully compliant with CAAS regulatory and governance requirements.
Identify operational, financial, and systems risks relating to levy collection and implement appropriate controls and mitigation measures.
Finance, Planning & Financial Governance
Lead SAFCo’s full Finance & Planning function, including budgeting, forecasting, treasury, cashflow management, financial controls, and financial governance.
Own and oversee SAFCo’s monthly, quarterly, and annual financial closing processes, ensuring timely and accurate closing of SAFCo’s books in line with applicable accounting standards.
Prepare and submit annual budgets, monthly management accounts, quarterly operating expense utilisation reports, and other required financial reports to CAAS.
Ensure all expenditures and commitments are aligned with approved budgets, funding arrangements, and SAFCo’s corporate and procurement policies.
Maintain complete, accurate, and auditable financial records and supporting documentation across all SAFCo operations.
Act as the primary management lead for internal and external audits, including coordination with auditors, timely resolution of audit findings, and engagement with CAAS on audit matters.
Establish and maintain effective internal controls, risk management, and compliance frameworks appropriate for a state‑owned entity handling public funds.
Oversee statutory filings and ensure compliance with all corporate, financial, and regulatory obligations
Corporate & Office Operations
Manage day‑to‑day corporate and office operations, including facilities, IT systems, administrative support, and vendor management.
Oversee HR, finance operations, and corporate services functions, ensuring alignment with SAFCo’s governance, HR, and delegated authority frameworks.
Ensure adherence to cybersecurity, data protection, and information security policies, particularly for financially sensitive and levy‑related systems.
Develop, maintain, and periodically test business continuity and operational resilience plans.
Systems, Processes & Capability Building
Lead the design, implementation, and continuous improvement of SAFCo’s finance, levy, and operations systems (e.g. accounting/ERP, reporting, controls), ensuring scalability, auditability, and system integration.
Establish clear standard operating procedures (SOPs) across finance, levy operations, payments, and reporting as SAFCo matures.
Build, manage, and develop a lean, high‑performing operations and finance team (internal and/or seconded), with clear role clarity, accountability, and performance expectations.
Strategic Leadership & Execution
Provide strategic direction across SAFCo’s operational, financial, and levy domains while remaining hands‑on in execution, particularly during SAFCo’s build‑up and scaling phases.
Partner closely with the CEO and other Directors (e.g. Sustainability, Procurement, Strategy) to ensure strong cross‑functional alignment between policy objectives, operational design, and financial execution.
Support the internalisation of critical operational and financial capabilities over time as SAFCo transitions beyond its start‑up phase.
Support Board and CAAS discussions with clear, factual, and decision‑oriented analysis on operational performance, financial stewardship, risks, and trade‑offs
[What we are looking for]
Experience: 15 - 20 years in operations, finance, audit, or compliance roles, preferably in government-linked entities, aviation, or regulated industries.
Skills: Strong operational acumen in payments, receivables, fund collection, and company management. Familiarity with public sector governance and reporting frameworks.
Leadership: Strategic thinker with the ability to lead and execute. Comfortable working in a lean setup and multi-hatting across functions.
Mindset: Hands-on, adaptable, and resilient. Able to thrive in a startup environment and build systems from the ground up.
