[What the role is]

Join HPB's mission to build a healthier Singapore by leading transformative youth health advocacy initiatives. As Assistant Director for Youth Advocacy, you will spearhead strategic health promotion efforts that bridge Institutes of Higher Learning and communities, focusing on creating sustainable behaviour change among youth aged 17-25 years through innovative cross-sector partnerships and evidence-based interventions.

[What you will be working on]

Scope

Lead planning and implementation of comprehensive youth-focused health strategies that connect campus and community environments through engagements with youth and youth organisations, driving cross-sector collaboration and establishing Singapore as a model for integrated youth health promotion across educational and community settings.

Key Responsibilities

Strategic Leadership & Initiative Development

  • Direct team development, testing and scaling of integrated youth health promotion strategies across community and campus settings to achieve sustained behavioural change impact

  • Establish comprehensive account management frameworks for key partners whilst cultivating strategic alliances with community organisations, education institutions (i.e. Institutes of Higher Learning) and youth networks

  • Transform youth and partner insights into compelling strategic narratives that influence decision makers internally and externally to advance the youth health agenda

Innovation & Delivery

  • Drive breakthrough approaches targeting youth health challenges, particularly during the critical transition period when lifelong health behaviours are formed across campus and community environments

  • Design and execute innovative experiments that seamlessly integrate health promotion elements between campus and community settings for maximum youth impact

  • Oversee comprehensive end-to-end programme implementation across multiple environments, establishing excellence standards in service delivery and driving continuous improvement

Cross-Sector Collaboration & Stakeholder Leadership

  • Build and sustain high-impact strategic partnerships with Whole-of-Government agencies, education institutions (i.e. Institutes of Higher Learning (IHL)), community partners and youth organisations to strengthen collaborative youth health promotion

  • Lead cross-matrix teams comprising community partners, government representatives, IHL faculty, and HPB specialists to co-create and co-deliver transformative health initiatives and policies

  • Serve as HPB's strategic representative across education, community, and civic sectors to influence and accelerate the youth health improvement agenda

Data-Driven Excellence & Resource Management

  • Lead innovative data capture and analysis solutions to measure meaningful youth participation across campus and community settings, leveraging existing platforms and stakeholder systems for evidence-based planning and implementation

  • Optimise partnership strategies and initiative development to maximise impact across diverse community and campus environments

  • Strategically plan, monitor and optimise team budget allocation, key performance indicators and manpower resources to exceed targets

Capability Development & Engagement

  • Lead capability building initiatives that enhance partner effectiveness and sustainability

  • Drive strategic ground engagement efforts that amplify programme reach and community ownership

[What we are looking for]

Background & Experience

• Minimum 6 years in public service with demonstrated progression and impact

• At least 2 years in leadership roles managing teams and complex cross-sector initiatives, preferably with Public Health, Business Administration, Social Work, Community Development, Engineering, or related field

• Qualifications in public policy, health promotion, community development, or organisational development if possessed

Proven track record in:

  • Strategic partnership development across community organisations and educational institutions

  • Cross-sector collaboration and matrix team leadership spanning diverse stakeholder groups

  • Large-scale project management and delivery across multiple environments

  • Strategy development and implementation in community and educational contexts

  • Stakeholder engagement at various levels across government, community, and educational sectors

Skills & Competencies

• Leadership capabilities including advanced negotiation, influencing, and conflict management expertise across diverse organisational cultures

• Project management skills with experience in ideas curation, execution, and management for youth audiences in both campus and community settings

• Strategic thinking abilities with strong analytical and objective assessment capabilities for complex multi-stakeholder environments

• Strong written and verbal communication skills for diverse community and institutional stakeholder groups

• Proficiency in data analysis, reporting, and evidence-based decision making across varied data sources

• Comprehensive understanding of Singapore's community landscape, youth development ecosystem, and tertiary education environment
