Job Summary

The City of Dallas Transportation and Public Works department, seeks a highly skilled professional with engineering and construction management experience who possesses strong leadership and excellent communication skills, and the ability to build relationships of trust with stakeholders. Responsibilities include providing oversight and recommendations to all public works construction projects and ensuring the timely capital project delivery. The person in this position also assigns and reviews performance of subordinate managers and supervisors, oversees financial and budgetary capital infrastructure management, operations review, administrative direction, and quality control of assigned departmental programs. The person in this position directs and reviews the work of assigned departmental sections and manages special City projects as requested by the Director and the City Engineer. Under the guidance of the City Engineer, the Assistant Director – Transportation & Public Works directs and manages the construction operations of the Transportation & Public Works department. This is an executive level position who supervises management, technical, professional, and support staff. The Assistant Director works with a broad spectrum of individuals and groups, including elected officials, City administrators, community leaders, contractors, consultants, and both internal and external customers.


Job Description
 

Overview

The Assistant Director- Transportation & Public Works oversees, supports, and facilitates engineering activities and general construction management for the Transportation & Public Works department and its projects and initiatives.

Essential Functions

1 Works with the City Engineer and Construction personnel to coordinate and execute all Transportation & Public Works infrastructure projects and plans; evaluates plans, identifies critical projects, checks surveys, provides input on constructability reviews and field inspections, and facilitates effective implementation and construction of City Council approved projects.

2 Oversees and facilitates the Street Resurfacing, Sidewalk Program, Construction / Right-of-Way Inspection, Construction Inspection and Right of Way Management sections of the Public Works Division; ensures the effective execution of Capital Bond Program for the department and coordinates construction related activities for all current and legacy public works bond projects and transportation projects.

3 Provides executive review of all long-term and short-term planning, budgeting, construction, operations and maintenance activities, personnel development and management, equipment management, new technology research and all resources and asset management.

4 Assists in establishing strategic plans for the Public Works Division of the Transportation & Public Works Department and setting construction related goals; implements policy goals and objectives for the division; coordinates engineering activities with managers of other departments and oversees critical construction personnel.

5 Engages and communicates with Citizens, Council, and other personnel requesting records or information; answers questions from various projects and provides insight and expertise on construction, engineering, personnel, contract, and general project coordination issues.

6 Oversees, supports, coordinates, and assists in the delivery of all capital improvement projects in the City; manages projects through subordinate managers to ensure the construction completion of critical projects; organizes, directs and coordinates work with other sections, divisions and departments or other governmental agencies on   construction and  construction inspection for public works projects.

7 Performs hiring, management, and performance review for the construction section; handles personnel issues, facilitates training and education, and monitors compliance.

8 Assists in the development and updating of policies and procedures to increase effectiveness; analyzes proposed state and federal law, regulations, legislation, and court decisions for their impact on City engineering and construction practices; directs or conducts research and analysis of the City's processes, procedures, directives and requirements; analyzes data to make recommendations for updates and changes.

9 Represents the department at meetings with other local, regional, and state agencies or organizations on engineering, construction, and transportation issues.

10 Performs any and all other work as needed or assigned.

 

Knowledge and Skills

1 Knowledge of Civil Engineering and related public project applications.

2 Knowledge of construction management, project management and business practices.

3 Knowledge of engineering design for public infrastructure projects.

4 Knowledge of principles of personnel management.

5 Knowledge of Federal, State, and Local regulations and ability to manage compliance.

6 Ability to plan, direct, and coordinate the work of others through subordinates.

7 Ability to lead, manage, and support public projects and asset management..

8 Ability to manage large budgets and bond funding for construction projects.

9 Ability to work with a diversified group of individuals.

10 Ability to draft and write reports and correspondence.

11 Ability to administer and manage contract compliance.

12 Ability to communicate effectively verbally and in writing.

13 Ability to establish and maintain effective working relationships.

Experience

8 Years of broad progressive management experience in civil engineering design and construction projects or public works and/or utility operations, and maintenance or closely related public works and/or utilities experience.

Licenses and Certifications

Valid Texas driver license with good driving record.

Education

Bachelor's Degree in Civil Engineering, Construction Engineering, Construction Management, Transportation Engineering, or other Engineering-related field is required.



Salary Range

 

$119,870.40 - $149,822.40


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
