The Assistant Director for LONI Services and Operations will report to the Executive Director of LONI, a statewide program of the Louisiana Board of Regents (BOR) and operated by Louisiana State University in Baton Rouge, Louisiana. This position will be responsible for delivering the services in the LONI service portfolio and for driving continuous service improvement. The ideal candidate for this position will have an extensive background in data-driven analytics and proactively guiding all LONI units to help achieve strategic, service, and financial objectives. This position also leads LONI service management transformation using the latest technologies (ITSM) and ITIL process frameworks. This position also oversees all financial, administrative, and communications responsibilities to support all aspects of LONI operations. This position supports an aggregate annual expenditure and revenue budget of more than $12 million dollars. This position works with all levels of the organization to execute timely accounting, analysis, reporting, and accountability to the organization and communications to all relevant external stakeholders.
Job Responsibilities:
Leadership: Leads and oversees the performance and execution of the LONI Service Management process portfolio, establishes and ensures adherence to service level agreements, and improves services to align with business strategies. Oversees process implementation for compliance with ITSM best practices and develop/ issue reports. Provides program and technical leadership to effective utilization of LONI's enterprise ITSM tool and also managing the efforts to improve existing service management processes. Provides vision and guidance for implementing and supporting field consulting engagements with LONI members.
Provides enterprise financial governance for LONI. Defines financial strategies, builds operating budgets and near/long‑term models, supervises and develops staff, and delivers executive reporting that enables data‑informed decision‑making for a statewide program with a broad scope of stakeholders. Provides strategic vision and leadership on all financial and programmatic matters for LONI. Exercise budget authority and resource allocation to oversee compliance with process procedures, financial models, policies, and technologies to ensure quality standards are met. Ensures compliant use of federal, state, and self‑generated funds in alignment with ITS, LSU, and BOR policies and related statutes.
Ensures processes align with business and industry best practices to promote proper fit and adherence. Oversees portfolio management, ensures usage of PMO best practices, and leads business process improvements across the organization. Manages process design and process improvements to define policies and procedures, and to ensure accountability for efficiency and effectiveness.
Manages stakeholder communications that support financial and lifecycle service management. Oversees executive updates and external billing communications. Contributes to targeted campaigns positioning LONI’s value proposition, technologies, and governance to LONI members and partners. (50%)
Operations: Owns end-to-end accounting operations (billing, AP/AR, collections, reconciliations) and ensures internal controls, audit readiness, and on‑time reporting to LSU Bursar Operations, the LONI Executive Director, BOR, and any relevant external stakeholders. Oversees deployments of business intelligence to optimize performance and cost. Ensures compliance with BOR property management guidelines and annual inventory. Serves as liaison to LONI members to align service levels and fiscal expectations. Oversees and manages expense controls (travel, grants, vendor reimbursements), own assigned ledger accounts, and oversee day‑to‑day business office operations at scale.
Oversees the Network Operations Center, change management, and quality assurance to ensure efficiency, consistency, and excellence in the provisioning of LONI services. Facilitates meetings with LONI resources and stakeholders to collaborate on key business requirements, strategies, goals, and objectives. Interacts with all LONI departments and LONI members to solicit and analyze business needs and review service requests. (30%)
Support: Identifies and develops new services by working with vendors, LONI members, and cross-functional teams. Follows development cycles and guides to completion. Serves on advisory committees, leads focus groups, and consults with other university departments where applicable. Provides strategic vision and leadership while aligning LONI services with member objectives. Investigates and participates in growing the research and enterprise business of LONI members. Serves as liaison with peer organizations at state, regional, and national/international levels for all matters of LONI services and operations. (10%)

Minimum Qualifications:
Bachelor’s degree with three (3) years of relevant professional experience, including demonstrated supervisory responsibilities.

Preferred Qualifications:
Master's Degree- MBA, MPA, or related with six (6) years of experience.
