Salary: $158,038 - $172,000/year
Job Duties:
- Provides strategic direction and executive oversight for the County’s internal service functions—including human resources, information technology services, environmental health, and medical examiner operations—ensuring that internal infrastructure, administrative systems, workforce capabilities and public health related services effectively support the priorities of the County Executive, Legislature, and the organization as a whole.
- Leads the development and execution of enterprise-wide internal service strategies, strengthens governance and administrative consistency, and ensures compliance with County policies, statutory requirements, accreditation standards, performance expectations and service delivery.
- Drives modernization initiatives, promotes data-informed decision-making, and champions secure, reliable, and customer-focused service delivery across the County’s internal service and public health functions.
- Position plays a critical role in shaping the County’s long-term operational capacity and workforce sustainability by building a unified internal-service framework that enhances efficiency, accountability, transparency, and cross-departmental collaboration
Minimum Qualifications:
- Bachelor’s degree in Public Administration, Business Administration, Human Resources, Information Systems, or a closely related field; Master's degree preferred (MPA, MBA, MS-HRM).
- Twelve years of progressive, senior-level leadership experience in public administration or within a complex, regulated organization.
- Twelve years of demonstrated executive-level experience overseeing multiple administrative departments, countywide operational functions, or enterprise level internal service portfolios.
- Proven ability to advise senior executives and/or elected officials, develop and implement policy, and lead complex organizational initiatives involving workforce systems, technology, and regulatory compliance.
- Demonstrated experience driving operational effectiveness, modernizing administrative systems, and improving service delivery across diverse functional areas.
- Strong capability to lead high-performing teams, build collaborative relationships, and foster a culture of accountability, transparency, and continuous improvement.
- Must submit/pass pre-employment drug screen/background check.
Preferred Qualifications:
- Experience working within county or municipal government, or within a public or private sector environment with comparable complexity, regulatory requirements, and administrative service demands.
- Experience leading enterprise-wide technology transitions or large-scale HR, IT, or regulatory modernization initiatives, including system selection, implementation, integration, and change management.
- Strong knowledge of human resources systems, workforce strategy, labor and employee relations, organizational structure, compensation and benefits administration, and internal controls within complex operational environments.
- Experience overseeing regulatory functions related to public health, clinical operations, environmental safety, or health services to ensure governance, compliance and operational integrity.
- Demonstrated success managing large-scale internal service portfolios, ensuring alignment with organization-wide policies, and supporting data-driven decision-making
