Major Duties:
Qualifications: BASIC REQUIREMENTS: 4-year course of study leading to a bachelor's degree from an accredited college or university in the field of general recreation, or one of the appropriate fields of recreation such as outdoor recreation, physical education, OR a minimum of one year of progressively more responsible and specialized work, equivalent to GS-05 (NF-03), in planning, organizing, and administering an athletic program consisting of fitness, recreational and sports programming, OR a combination of education and experience that can demonstrate the ability to perform the duties of the position. Must have or be able to obtain CPR/First Aid/AED certification. A valid Government Owned Vehicle (GOV) operators permit is required for the performance of duties for this position. Inability to obtain or maintain appropriate GOV licensing may result in termination for lack of qualifications. The incumbent is required to obtain required GOV licenses within 30 days of hire. QUALIFICATION REQUIREMENTS: Knowledge and experience to supervise and manage personnel in a diverse workforce which consists of GS, NAF, MLC, IHA, Contracted Labor, recommending personnel actions (i.e., recruitment, awards, disciplinary, etc.), determining training needs, conducting performance review for appropriated fund, non-appropriated fund and Japanese employees. Ability to serve as a mentor for recreation staff. Knowledge of fitness center, recreational and athletic operations, processes and procedures and recreational safety concepts and procedures. Ability to work with others within a broad range of environmental and physical conditions. Knowledge of practical business management, property control, cash handling and inventory management. Employees hired into this position are required to complete the Blood and Body Fluids (BBF) medical certification within 60 days of their start date. This post-hire certification ensures compliance with Occupational Health guidelines and supports safe operational readiness for duties involving potential exposure risks. Per DoDI 1400.25, volume 315, Enclosure 3, para 2.h.1, MSP eligibility terminates upon acceptance or refusal of an offer of a continuing position (part-time or full-time) in the federal service for which the spouse has registered for employment, whether or not preference was applied. Applicants hired into flexible positions (0-40 hours per week) or regular position with a time-limited appointment will not lose their spouse preference eligibility until movement or hired into a regular full or part time position. The time period for MSP eligibility begins 30 days before the military sponsors reporting date to the new duty station, if accompanied, or at any time thereafter during the tour. All military and DoD civilian spouses are required to provide a copy of their sponsors orders during the application process.
