Major Duties:
- NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Program Manager BUSINESS TITLE: Arts and Crafts Program Manager FLSA: Exempt JOB SERIES: 1101 PAY LEVEL: NF-04 INTRODUCTION This position manages the MCCS Arts and Crafts Program located at Camp S.D. Butler, Okinawa, Japan. The primary purpose is to manage overall Arts and Crafts program including operation, maintenance, staffing, budgeting, and administration. The position is assigned to Camp Foster Custom/Framing shop, with supervisory responsibility over the Camp Courtney Program and Facility. This position reports directly to the Director, Retail Operations. DUTIES AND RESPONSIBILITIES Responsible for planning, monitoring, coordinating, and operational oversight of the entire program. Develops goals and objectives for the MCCS Arts and Crafts Program including annual operating budgets and capital project proposals, staffing, policies and procedures, problem identification and resolution. Plans work to be accomplished by subordinates. Assigns work to subordinates based on priorities. Evaluates work performance of subordinates. Provides advice and instruction to employees on both work and administrative matters. Finds ways to improve production or increase the quality of the work directed. Listens and responds to employee grievances and takes appropriate action, referring serious or unresolved issues to the Director, Retail Operations for assistance. Handles disciplinary actions such as warnings and gives constructive input on work product. Approves employees leave and requested time off. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors and evaluates programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste, and abuse. In addition to the duties above, works with the subordinate employees to perform following duties to support the operation of each facility: Plans and arranges a variety of arts and crafts activities in one or more basic categories (e.g., woodworking, handicrafts, and ceramics), and devises and adapts such activities to satisfy patron needs, and limitations in funds, facilities, equipment, and staff support. Ensures that proper equipment, program materials, supplies, merchandise, and services are available to accomplish scheduled arts and crafts activities. Coordinates contracted instructors and volunteers for the various arts and crafts activities, assuring that the quality and integrity of the program is maintained. Accounts for all funds involved in the Centers¿ program including cash control, daily bank deposits, and accounting reports. Ensures the submission of all the required reports to include weekly sales and patron counts, weekly activity reports, DAR, NAF Purchase Card, status reports on patron attendance, cash collections, facilities maintenance and renovations, and other data, as required.
Qualifications: BASIC REQUIREMENTS Successful completion of a full 4 year course of study from an accredited college or university(degrees in a related field is preferred) , OR a minimum of three years of experience that demonstrates progressively more responsible operational management, administrative acumen, personnel supervision, and technical work; including knowledge in using a variety of arts and crafts tools and equipment. Must have two years of supervisory experience. QUALIFICATION REQUIREMENTS Leadership skills and ability in providing direction and maintaining effective working relationship with subordinate staff. Proficient computer skills include Microsoft Outlook, Word and Excel. Experience and ability to plan and implement a variety of recreation programs and ability to oversee a wide range of machining techniques to set up, adapt, and use appropriate machines, tools, and accessories, (e.g., woodworking). Must be able to accommodate flexible work schedule to include weekends, holidays, and nighttime. Demonstrated ability to apply generally accepted business concepts and merchandising methods in order to conduct business and financial analysis. Must be able to obtain a government driver's license to operate a light truck. This activity is a Drug-free workplace.
