« Thèmes choisis en politiques publiques » Le sujet variera d’une année à l’autre.

« Le thème choisi pour l'automne 2026 : ''Politiques et sécurité de l’Arctique''. Ce cours a pour but de réfléchir sur l’évolution de la gouvernance et du portrait sécuritaire de la région arctique. Sur le plan de la gouvernance, les politiques nationales des États arctiques, l’évolution du Conseil de l’Arctique, l’auto-détermination des peuples autochtones et l’application du droit international sont quelques éléments qui nous permettent de mieux comprendre le passé, présent et futur politique de la région, et qui suscitent débats et questionnements. L’évaluation de menaces sécuritaires et les conséquences de conflits globaux en Arctique seront aussi à l’ordre du jour de ce cours, qui focalisera sur les exercices militaires arctiques, le rôle de l’OTAN dans la région, la remilitarisation arctique de la Russie et la présence de la Chine dans le Nord. Le cours vouera aussi une attention particulière à la politique arctique du Canada, tant sur sa facette gouvernance que sécurité, en soulignant les dilemmes auxquels les décideurs canadiens et les habitants du Nord sont confrontés.»
