Court Programs and Innovation (CPI) is part of the Office of the State Court Administrator (OSCA) within the Oregon Judicial Department (OJD). CPI provides leadership and direction to help advance OJD’s communication, information sharing, and policy development and coordination and to promote strategic decision-making and effectiveness. CPI’s Office of Education, Engagement, and Inclusion (OEEI) serves as the center for statewide judicial and staff education and works to promote and foster an inclusive and just court system that provides fair and respectful court experience for court users, staff, and judges.

Position Highlights

OEEI is hiring an Education Analyst (Analyst 4) to join our team in Salem, Oregon.

Education and Training

In this role, you will oversee projects and programs related to judicial education and will support the office’s work to provide training, coaching, and mentoring opportunities for judges and employees. As a subject matter expert, you will develop curriculum, recommend statewide coaching and mentorship programs, and advise the Judicial Education Manager and Director of OEEI on adult and judicial officer educational best practices. You will conduct complex research and analysis and will design, develop, and implement education programs. You will support the work of the Judicial Education and Leadership Committee as needed and advance statewide education initiatives through work groups and committees. You will be a resource for judges and employees, answering questions and resolving issues about education. You will collect data and evaluate program outcomes for purposes of reporting and program improvement. You will draft internal policies, instructions, guides, and reports for review, as well as prepare public reports for external audiences. You will also analyze proposed legislation and changes to state and court policies to determine the impact on OJD and will help implement changes to our educational delivery systems, best practices, and content as needed.

Community Engagement and Strategic Plan Initiatives

Collaboration is a key part of this position. You will work with the Judicial Education Manager, the OEEI Director, and OJD upper-level management to help implement OJD strategic plan initiatives. You will support the work of the Oregon Supreme Court Council on Inclusion and Fairness (OSCCIF) and the work of OSCCIF’s subcommittees to help plan, coordinate, and evaluate programs and activities that build trust, increase accessibility, and enhance awareness of OJD services.

Part of your time will be spent drafting grant applications, identifying grant requirements, and ensuring we remain in compliance with the requirements.

Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must possess a bachelor’s degree in business, court administration, public administration, or a related field.

AND

Have at least five (5) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required for the position.


OR
Any combination of education and experience equivalent to nine (9) years that typically supports the knowledge, skills, and abilities required for the position.

Note: Professional-level experience is defined as:

  • The ability to use independent judgment and discretion in performing work duties.

  • A level of specialized knowledge in the field of work with some authority for independent decision-making.

  • In-depth work requirements, such as data gathering, analysis and interpretation.

  • Interaction with a broad range of individuals.

  • Individual accountability for results.

Requested Skills and Attributes

  • Experience accomplishing work through developing collaborative relationships with internal and external stakeholders such as judges, staff, and legal system stakeholders.

  • Experience designing, implementing, and facilitating training for adult learners.

  • Experience using a learning management system, including to analyze data and run reports for the purpose of program evaluation.   

  • Experience writing reports, policies, procedures, and other documents that provide analyses and recommendations.

  • Experience assessing training needs and developing proposals and projects to meet training needs.

  • Demonstrated knowledge of and experience in judicial education, adult learning, or professional development within courts, government, or public-sector environments.

  • Experience working for the Oregon Judicial Department is preferred.

Working Conditions

  • This is a full-time position, and the work schedule is currently 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.

  • Occasional early-morning, evening, weekend, and holiday work may be required, especially during legislative sessions and OEEI-supported events and programs.

  • Some in-state, overnight, and out-of-state travel will be required to visit courts and to attend meetings, public hearings, events, training sessions, and conferences.

  • This position primarily works on-site, with the potential for hybrid work after training is complete. All hybrid work assignments begin, end, and change only with administrative authority approval. In-person meetings and in-person attendance for training sessions and other office events will be required, regardless of any approved hybrid work schedule.

  • Daily management and multitasking of projects with conflicting requirements, priorities, and deadlines.

  • Frequent phone and in-person contact with people from diverse backgrounds.

  • Phone and in-person contact with people who may be facing challenging life circumstances, highly stressful situations, or trauma.

  • Long periods of sitting or standing while working at an OJD-assigned laptop.

  • Occasionally lifting OJD equipment that weighs up to 15 pounds, such as a laptop computer required when commuting to onsite or remote work locations or when in work travel status.

  • Frequent and daily use of a full array of current technology tools and office software programs to access and complete work and research, and to communicate on and off the worksite is required. Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors and a variety of software programs, copy machine, fax machine, and scanner.
