Provides support and/or lead teams through the Engineering development process and implementation of company’s products. Projects are typically shorter-term, less complex and more contained with a defined time frame.

Programs are typically longer-term, multi-functional, multi-project with complex requirements and effort. Manage activities, resource capability, schedules, budgets, and ensure cross company communications to facilitate product completion on schedule within budget.

Work with engineering management to identify and improve process and program efficiencies. Work can involve external parties such as standards bodies, partners, etc.

How You'll Make Your Mark as a Resource Manager under Global Services Organization, you are responsible for leading the end-to-end resource planning and workforce strategy across global delivery teams. This role ensures optimal staffing, utilization, and capability alignment to support multi-region service operations, customer programs, and internal initiatives. You’ll act as a strategic partner to Delivery Leadership, Project Management, HR/Talent Acquisition, and Business Operations, driving efficiency, transparency, and continuous improvement in resource management practices.

Key Responsibilities

1. Strategic Resource Planning & Workforce Forecasting

  • Lead the development of long-term and short-term resource plans across global delivery functions.
  • Partner with Delivery Leaders to understand demand pipelines, skill requirements, and project priorities.
  • Build workforce forecasts based on business growth, attrition trends, and customer demands.
  • Proactively identify resource risks, capacity constraints, and skill gaps; develop mitigation strategies.

2. Resource Allocation & Optimization Management

  • Oversee the resource assignment process for high-priority initiatives and service engagements.
  • Ensure optimal utilization by balancing workloads across regions and functional teams.
  • Govern staffing workflows and enforce resource management policies and best practices.
  • Drive effective capacity planning for onshore/offshore teams, including shift and coverage models.

3. Skills, Capability & Talent Development Oversight

  • Maintain an enterprise-level skills inventory and competency matrix for the global talent pool.
  • Work with HR, L&D, and Delivery Leadership to align training, upskilling, and hiring needs with demand.
  • Support strategic workforce planning initiatives, including succession planning and location strategy.

4. Reporting, Analytics & Operational Governance

  • Lead portfolio-level reporting using OpenAir, Tableau, and Advanced Excel (complex modeling, macros, automation).
  • Present utilization, capacity, and resourcing insights to senior leadership and executive forums.
  • Own KPIs related to utilization, billability, forecast accuracy, and resourcing efficiency.
  • Promote data accuracy, standardization, and continuous improvement across all reporting processes.

5. Leadership & Stakeholder Engagement

  • Serve as a trusted advisor to senior delivery leaders, providing insights and recommendations.
  • Facilitate cross-functional collaboration among global teams, ensuring transparency and alignment.
  • Communicate resource decisions clearly and professionally to all stakeholders.
  • Mentor and guide Resource Planners/Coordinators within the team.

Required Skills & Qualifications

Technical Skills

  • Strong expertise in OpenAir, Tableau, and Advanced Excel (including automation, pivot modeling, VBA/macros preferred).
  • Solid understanding of global delivery models, resource planning workflows, and professional services operations.
  • Experience implementing or managing PSA/resource management tools is a plus.

Professional Competencies

  • Excellent English communication skills—both written and spoken—with the ability to engage leadership stakeholders.
  • Strong analytical, strategic thinking, and decision-making capabilities.
  • Demonstrated ability to manage complexity and operate in a fast-paced, multi-region environment.
  • High attention to detail with strong organizational and leadership skills.

Education & Experience

  • Bachelor’s degree in Business Administration, Operations, Information Technology, or related field.
  • 7–12 years of experience in Resource Management, Workforce Planning, PMO, or Global Operations, including leadership responsibilities.
  • Experience in a global services or consulting organization is highly preferred.
