Job Summary: The Airway Transportation Systems Specialist serves as a Systems Performance Specialist within the Enterprise Operations Group, Network Enterprise Management Center (NEMC) System Performance Team, which is a 24/7 operation. The specialist may be required to work shift-work and after hours to support the operation.

Major Duties:

  • Performs a wide variety of very complex assignments with a high degree of independence from supervision, but keeps the supervisor advised of only the most critical issues. Provides support to first level maintenance activities for assigned NAS enterprise services and infrastructure, including AWOS Data Acquisition System (ADAS)/RASP, National Airspace Data Interchange Network (NADIN), Weather Message Switching Center Replacement (WMSCR), Bandwidth Manager (BWM), Aeronautical Telecommunication Network Message Handling System (AMHS), SWIM Flight Data Publication Service (SFDPS) and Integrated Enterprise Service Platform (IESP), along with other systems. The Systems Performance Specialist (SPS) carries out work in accordance with overall plans and objectives of the organization, resolving problems as they arise and making adjustments as necessary to deal with unanticipated situations and organization needs. Applies comprehensive technical knowledge to protect the integrity of all components and/or systems and to provide NAS service delivery. Demonstrates the ability to interpret, select and apply principles and practices related to the knowledge of information technology, scientific and engineering fields. Analyzes enterprises systems and services, performs anomaly investigation, and escalates unresolved complex problems to the Operational Support, AJW-1 organization. Acts as a liaison to the NextGen Office and Program Management Office (PMO) in defining Enterprise needs/requirements to acquisition programs. Serves as primary support liaison between the NEMC Operations Specialists and the AJW-17 national engineering organization. Supports development and updates to the triage processes for interfacing and escalating issues with the national engineering organizations, i.e., ADAS/RASP, NADIN, WMSCR, BWM, AMHS, SFDPS and IESP. Supports periodic maintenance activities as needed for NADIN/AMHS, WMSCR/ADAS, IESP BWM, and SFDPS which includes account verification, audit preparation, password, and domain switch and modem callback tasks. Conducts routine tasks, such as daily review of log files, running scripts to update PCs, capturing and sending files and logs to requesting organizations, e.g. NADIN files to the Tech Center and BWM files to the program office, etc. Supports Volatile Meteorological (VOLMET) system text data to voice activities. Supports the implementation of modifications, which includes reviewing and making recommendations on signing the Letters of Authorizations (LOAs). Supports coordination of System Support Modification/System Technical Release (SSM/STR) implementation and other new systems and services. Participates in testing efforts with a variety of operational facilities, including the NEMC. Installs, repairs, fabricates, modifies, and maintains legacy NEMC systems and equipment. Develops and/or assists with technical documentation and information and participates in a variety of technical working groups. Provides training, mentoring, guidance and advice to FAA employees, contractors and other organizations. Ensures customer service is timely, professional and receives the maximum consideration on all aspects of job performance. Establishes and maintains working relationships with internal/external personnel and co-workers with cooperation, collaboration, trust, and respect. Coordinates and works with Team Leads, contractors, and vendors in support of network and equipment problems. Supports Joint Acceptance Inspections (JAIs) as needed. Participates in the development of a NASEO Concept of Operations (ConOps) which defines organizational responsibilities for monitoring, maintaining and supporting the new system/services. Maintains knowledge of FAA and ICAO policies, procedures, and regulations regarding telecommunications and disseminates information on any changes to NEMC operating parameters as appropriate.

Qualifications: There is no timeframe requirement at the Level III/FV-H to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Generally, experience at the next lower level Pay Band H/ Level III or GS/GS-12 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below. Specialized Experience is: Experience analyzing enterprise systems and services and identifying issues which may require corrective action, to include collaborating and assisting in the development of corrective action.
