Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an AIRPLANE PILOT, Position Description Number PDD0253P02 and is part of the WY 153d Operations Support Squadron, Wyoming Air National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Major Duties:

  • This position is located in the Wyoming Air National Guard's 153d Operations Support Squadron. Its paramount purpose is to pilot a C-130 airplane. In addition to piloting responsibilities, perform administrative tasks in support of the Air Operations program. (1) Pilots advanced multi-engine military airplane on tactical/non-tactical assigned missions using advanced precision instrument flight techniques in conjunction with air navigational aids. (2) Prepares for flight to include: securing current and forecast weather information to determine conditions along the proposed route of flight and at the destination; plans the flight through the study of maps and charts to determine routing, intermediate stops, alternate destination, fuel requirements, estimated flying time and, if required, files the airplane flight plan; checks or verifies that the airplane is ready for flight, including such aspects as loading and weight distribution, maintenance or service conditions, and performing prescribed preflight checks; ensures that any passengers and crew members are briefed on the nature and purpose of the flight and the procedures to be followed in an emergency; and obtains the proper clearances to begin the flight. (3) Operates the airplane with the utmost safety to include adhering to flight procedures and parameters specified in the airplane flight manual; communicating and coordinating with ground units and controlling activities; monitoring performance of the airplane and progress of the flight; and takes corrective action, including the use of emergency procedures as required. (4) Accomplishes post-flight activities to include maintaining airplane logs and forms; writing flight reports; coordinating with maintenance personnel on service conditions; and conducts post-flight checks. (5) Serves as the Air Commander's representative when performing duties as Supervisor of Flying (SOF) and is responsible for the safe and efficient mission accomplishment of the unit. ** This is NOT an all-inclusive list of duties. **

Qualifications: AREAS OF CONSIDERATION: Consideration will be made as follows from eligible qualified candidates: Area 1: Permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the 153 OSS. Area 2: Permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed in another unit within the Wyoming Air National Guard, but external to the 153 OSS. Area 4: Current military members of the Wyoming Air National Guard. Area 6: Current military service members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position. MANDATORY QUALIFICATION REQUIREMENTS: Eligibility requirements for Dual Status technician positions in this occupation are based on the possession of Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the C-130H, and the required competencies (knowledge, skills, and abilities). GS-13 SPECIALIZED EXPERIENCE: Applicants must have at least 24 months' working experience in civilian aviation programs; or military service aviation programs (active duty or reserve components); or Air National Guard Wing / Operations Group; and at least 24 months' experience in piloting or instructing others in piloting C-130 aircraft in the following: Developing plans and policies, monitoring operations, and advising commanders; and wartime and peacetime contingency plans and supplements used for unit mobilizations, deployments, strange field operations, or troop missions and redeployments; and reviewing and complying with applicable service flight publications and directives for accuracy and currency. Unit flying, explosive, and ground safety programs in accordance with Department of the Air Force, National Guard Bureau, and Occupational Safety and Health Administration directives; applying directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements; flying operations and coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs; and completing safe and efficient mission accomplishments through the use of Operational Risk Management. Conducting mission planning/tasks/preparations, filing of flight plans, reading, and applying intelligence reports and weather information, conducting crew briefings; aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Performing aviation duties such as planning, scheduling, and conducting training flights through Federal Aviation Administration controlled national airspace; cancelling flying activities, diverting aircraft, dictating mission requirements, approving specific activities, or directing emergency actions that involved unit support agencies. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position.
